Tarihi Çevrede Kent Meydanlarının İşlevselliğinin Sürdürülebilirliği Bağlamında Konya Kılıçarslan Meydanı'nın Değerlendirilmesi

Abstract

Kentsel mekan olarak meydanlar, insanları bir araya getiren ve bütünleştiren sosyal – kültürel yaşama ait işlevler barındırmakta ve ekonomik fayda sağlamaktadır. Meydanlar tarih boyunca toplumların kentsel ölçekte ihtiyaçlarına karşılık veren konumdadırlar. Tarihi çevre içerisinde kurgulanmış meydanlar, tarihin izlerini geçmişten günümüze dek taşımakta toplumun bu yöndeki değişimini ortaya koymaktadır. Kent ve kentli için kolektif belleğin oluşmasında meydanlar birer simgesel bellek mekanları olmuşlardır. Meydanlar ana işlevleri ile birlikte dönemin şartlarına ve toplum ihtiyaçlarına göre şekillenen etkinlik çeşitleri ile zenginleştirilerek düzenlenmektedir. Tarihi çevrede kurgulanan meydanların zaman içerisinde bulundukları bölgeyle olan ilişkilerine, kullanımlarına, çevreleyen yapıların fiziksel özelliklerine, sosyal ve ekonomik sürdürebilir nitelikleriyle katkılarına, erişilebilir durumlarına, teknolojinin takip edilmemesine (aydınlatma, güvenlik, donatı) ve kentli profilinin değişimine bağlı olarak işlevselliğinde problemler görülmektedir. Bu noktadan hareketle çalışmada tarihi çevre içerisindeki meydanların işlevsellik problemi çevredeki tarihi yapılarla olan ilişki özelinde odaklanarak ele alınmıştır. Meydanları sınırlandıran yapılar meydanın karakterinde, tasarımında, sürdürülebilir nitelikte işlevselliğinde önemli bir etkiye sahiptir. Özellikle tarihi çevre içerisinde tasarlanmış meydanların kullanıcı tarafından kullanımını etrafındaki tarihi binaların konumlanmaları, kütlesel özellikleri (yükseklik, cephe düzeni) ve işlevleri etkilemektedir. Meydanın bulunduğu tarihi çevre ile kurduğu ilişki yakın çevresinde onu çevreleyen yapıların (sosyal, kültürel, ekonomik) fonksiyonları ile desteklenirse; kullanıcı çeşitliliğine sahip, kamu refahını yükselten meydan kurguları ile iyileştirmeler, düzenlemeler gerçekleştirilenebilinir. Örneklem özelinde araştırma, gözlemle, saha çalışması ile toplanan verilerin ve swot analizi ile değerlendirmesi yapılmıştır. Örneklem olarak Konya Kılıçarslan kent meydanının seçilmiştir. Çalışma sonunda yapılan analizler neticesinde Konya Kılıçarslan Kent Meydanı ve çevresindeki yapılar için kamunun yararına kentlinin kullanımını artıracak çeşitliliğe sahip etkinlik ve fonksiyonları kapsayacak mevcut işlevlerinin yanı sıra onları destekleyecek yeni işlev önerilerinde bulunmuştur. Özellikle sosyalleşmeyi destekleyecek sinema, tiyatro, oyun, dönemsel spor aktiviteleri (turnuvalar), turizm bilgilendirme noktaları, kurs alanları ve atölyeler düşünülmüştür. Böylece tarihi çevre içerisinde kent meydanının sosyal ve kültürel açıdan sürdürebilir işlevselliği aynı zamanda ekonomik olarak getiri sağlayabilir. Meydan içerisinde mevsime göre değişen yarı açık mekan tasarımlarıyla bu tarihi yapılara verilecek yeni fonksiyonlar desteklenebilir. Ayrıca fiziksel düzenlemelerde (peyzaj, aydınlatma, zemin, kentsel donatılar) meydanda yapılmalıdır.

As an urban space, squares contain functions of social-cultural life that bring people together and integrate also provide economic benefits. Squares have been in a position to meet the needs of societies on an urban scale throughout history. The squares constructed within the historical environment carry the traces of history from the past to the present day and reveal the change of society in this direction. In the formation of collective memory for the city and the citizen, the squares have become symbolic memory spaces. The squares are organized by enriching the kinds of activities shaped according to the conditions of the period and the needs of the society along with their main functions. There are problems in the functionality of the squares constructed in the historical environment due to their relations with the region, their usage, their physical and social sustainable characteristics, their contribution to their social and economic sustainability, their accessibility, the lack of monitoring of the technology (lighting, security, equipment) and the change of the urban profile. From this point of view, the problem of the functionality of the squares in the historic environment has been dealt with by focusing on the relationship with the historical structures in the environment. In particular, the use of squares designed in the historic environment by the user affects the positioning, mass characteristics (height, façade layout) and functions of historic buildings around it. If the relation between the square and its historical environment is supported by the functions of the surrounding structures (social, cultural, economic), improvements and regulations can be implemented with concepts that increase the public welfare with user diversity. In order to produce solutions for the problems of urban squares - whose use of day and night has changed and decreased in time and the relationship with the environment has been limited to certain periods – an evaluation have been made with the data collected through research, observation, fieldwork and by swot analysis. Konya Kılıçarslan city square was chosen as the sample. At the end of the study, as a result of the analysis, new functions to support the activities in Konya Kılıçarslan Town Square and its surrounding areas, including various activities and functions that will increase the use of the citizens for the benefit of the public were proposed. Especially, cinema, theatre, play, periodical sports activities (tournaments), tourism information points, course areas and workshops to support socialization were considered. Thus, the social and cultural sustainable functionality of the city square within the historic environment can also provide economic returns. New functions to be given to these historical buildings can be supported by semi-open space designs that change according to the season in the square. In addition, physical arrangements (landscape, lighting, ground, urban equipment) should be made in the square.
