Doğa Olaylarından Kaynaklı Afetlerde Acil Durum Planı

Abstract

Afet ve acil durumlarda olayın meydana gelmesi esnasında yapılacak çalışmaların önceden planlanması oldukça önem arz etmektedir. İş sağlığı ve İş Güvenliği Kanununa dayalı yayınlanan İşyerlerinde Acil Durumlar Hakkındaki Yönetmelikte Acil Durum Planı hazırlanması yasal zorunluluk olarak tüm işyerleri için tasarım veya kuruluş aşamasından başlamak üzere acil durumların belirlenmesi, bunların olumsuz etkilerini önleyici ve sınırlandırıcı tedbirlerin alınması, görevlendirilecek kişilerin belirlenmesi, acil durum müdahale ve tahliye yöntemlerinin oluşturulması, önleme, koruma, tahliye, yangınla mücadele, ilk yardım ve benzeri konularda yapılması gereken çalışmalar ile bu durumların güvenli olarak yönetilmesi kapsamaktadır. 17 Ağustos 1999 Gölcük depremi sonucu yaşanan afet başta olmak üzere yaşanan afetlere müdahale lerde yaşanan sorunların yaşanmaması veya en aza indirilmesine yönelik olarak ülkemizde meydana gelen deprem, heyelan, sel, obruk, yangın vb. doğal olayların afete dönüşmesi durumunda acil durumun kısa sürede atlatılarak normal duruma dönülmesi, can ve mal kayıplarının en aza indirilmesi amacıyla İşyerlerinde Acil Durum Planlarının Hazırlanması çalışmaları, tüm yerleşim yerleri için acil durumların belirlenmesi, bunların olumsuz etkilerini önleyici ve sınırlandırıcı tedbirlerin alınması, görevlendirilecek kurum ve kişilerin belirlenmesi, acil durum müdahale ve tahliye yöntemlerinin oluşturulması, dokümantasyon, tatbikat ve acil durum planının yenilenmesi son derece önemlidir. Ayrıca işyerlerinde Acil Durumlar Hakkındaki Yönetmeliğe göre her işyerinde oluşturulan söndürme, kurtarma, koruma ilk yardım ve acil durum ekiplerininin yerleşim yerlerinde kullanmasını bu amaçlı mahalle, ilçe, il bazlı acil durum yönetim birimlerinin oluşturulmasına yönelik yapılacak çalışmalar ele alınmıştır. Doğa kaynaklı afetlerin oldukça sık yaşandığı ülkemizde afetlerle mücadele için yukarıda açıklanan önlemlerin alınması yaşamsal bir zorunluluktur.

The earthquake, landslide, flood, sinkhole, fire, etc. that occurred in our country in order to avoid or minimize the problems experienced in the response to disasters, especially the disaster experienced as a result of the 17 August 1999 Gölcük earthquake. Preparation of Emergency Plans in Workplaces, determination of emergencies for all settlements, taking preventive and limiting measures for their negative effects, institutions and persons to be assigned in order to get over the emergency in a short time and return to the normal situation in case natural events turn into disasters, to minimize the loss of life and property. It is extremely important to determine the emergency response and evacuation methods, to renew the documentation, drill and emergency plan. In addition, according to the Regulation on Emergencies at Workplaces, the use of extinguishing, rescue, protection, first aid and emergency teams created in each workplace in settlements for this purpose, to establish neighborhood, district, province-based emergency management units are discussed. In our country, where natural disasters are experienced quite frequently, it is a vital necessity to take the measures described above to combat disasters.
