Sürdürebilir kentsel tasarımda bisiklet kullanımının Konya Kent Merkezi örneğinde incelenmesi

Abstract

Nüfusun artmasıyla birlikte, insanlar ulaşımda, motorlu araçları tercih etmekte, bu sebepten dolayı ulaşım sistemindeki sorunlar meydana gelmektedir. Ulaşım sistemindeki sorunlar; çevresel anlamda, sağlık alanında, ekonomik anlamda sorunları beraberinde getirmektedir. Buna rağmen bisiklet kullanımı istenilen seviyeye ulaşamamaktadır. Yapılan altyapı çalışmaları, sosyo-kültürel faaliyetler bisiklet kullanımını beklenilen artışı sağlamamaktadır. Bu faaliyetlerin kentin genelinde parçacık görüntüden uzaklaşıp ve genel bir vizyonu temsil etmemesi elbette planlama kadar uygulamayla da yakından bağlantılıdır. Konya kenti genelinde geleneksel bisiklet kullanımının yoğunlaştığı dönem 2001 yılından itibaren ulaşım master planlarında bisiklete olan ilgi ve önem göz önüne alındığında, kent yönetici ve karar vericilerin bisiklete olan yaklaşımın incelenmesi ve irdelenme ihtiyacı kendini göstermiştir. Bu çalışmanın amacı; Konya kentinde insanların bisikleti bir ulaşım aracı olarak kabul etmesi, sürdürülebilir ulaşımın sağlanmasındaki bisiklet kullanımının öneminin vurgulanması amaçlanmaktadır. Günlük hayatta bisiklet kullanımına engel olan problemler ve bisiklet kullanıcıların yaşadığı sorunlar tespit edilmiştir. Bisiklet yollarının sürdürülebilir kentsel ulaşım açısından değerlendirilmesi ve nasıl kullanıldığı belirlenmiştir. Konya kentinde çeşitli bisikletli ulaşım planlamaları görülmektedir ve ülkemizde ilk ulaşım planına sahip olan kent Konya'dır. Geçmişten gelen bisiklet kültürüne rağmen bisiklet kullanımı istenilen seviyelere ulaşamamıştır. Bir ulaşım planının olması ve sahip olduğu alt yapıya rağmen insanların bisiklet kullanımına yeterince önem vermediği tespit edilmiştir. Çalışmada, literatür taraması sonrasında elde edilen veriler ve sonuçlar çerçevesinde yerel yöneticilerin bisiklet ulaşımına olan önemi ve görüşleri belirlenerek kullanımının etkisi ve bisiklet ağının geliştirilmesinde bisiklet kullanımının etkisi tespit edilmeye çalışılmıştır. Çalışma bisiklet ulaşımı potansiyeli nedeniyle Konya ilini kapsayan Karatay, Meram ve Selçuklu merkez ilçeler özelinde gerçekleştirilmiştir. Araştırmanın evrenini, Konya Büyükşehir Belediyesi ve UKOME'den gerekli veriler elde edilmiştir ve sonrasında Konya kent merkezi genelinde 100 kişilik bir anket çalışması yapılmıştır. Sonuç bölümünde, Sürdürülebilir Kentsel Ulaşımın, çevresel, ekonomik ve sosyal unsurlardan yola çıkılan bu tez çalışmasının anketlerden elde edilen veriler değerlendirilmiş ve bisiklet ulaşımını geliştirmeye yönelik yapılması gerekenler belirtilmiştir. Yapılan saha araştırmaları ve analiz çalışmaları, bisikletin şehir içinde bir ulaşım aracı olarak kullanılmasına yönelik bir çözüm geliştirilmesini amaçlamaktadır.

With the increase in population, people prefer motor vehicles for transportation, and for this reason, problems in the transportation system occur. Problems in the transportation system; It brings environmental, health and economic problems. Despite this, bicycle use cannot reach the desired level. Infrastructure works and socio-cultural activities do not provide the expected increase in bicycle use. The fact that these activities move away from the particle view of the city and do not represent a general vision is, of course, closely linked to implementation as well as planning. Considering the interest and importance of bicycles in transportation master plans since 2001, the period when traditional bicycle use increased throughout the city of Konya, the need to examine and analyze the approach of city administrators and decision makers to bicycles has emerged. The purpose of this study; It is aimed to make people accept bicycles as a means of transportation in the city of Konya and to emphasize the importance of bicycle use in ensuring sustainable transportation. Problems that prevent the use of bicycles in daily life and problems experienced by bicycle users have been identified. The evaluation of bicycle paths in terms of sustainable urban transportation and how they are used have been determined. Various bicycle transportation plans are seen in the city of Konya, and Konya is the city with the first transportation plan in our country. Despite the bicycle culture from the past, bicycle use has not reached the desired levels. Despite having a transportation plan and infrastructure, it has been determined that people do not attach enough importance to bicycle use. In the study, within the framework of the data and results obtained after the literature review, the importance and opinions of local administrators on bicycle transportation were determined and the effect of its use and the effect of bicycle use in the development of the bicycle network were tried to be determined. The study was carried out specifically in the central districts of Karatay, Meram and Selçuklu, which cover the province of Konya, due to their bicycle transportation potential. The necessary data for the population of the research were obtained from Konya Metropolitan Municipality and UKOME, and then a survey of 100 people was conducted throughout Konya city center. In the conclusion section, the data obtained from the surveys of this thesis study, which is based on the environmental, economic and social elements of Sustainable Urban Transportation, are evaluated and what needs to be done to improve bicycle transportation is stated. Field research and analysis studies aim to develop a solution for the use of bicycles as a means of transportation in the city.
