Kentsel dönüşüm ve sosyal etki değerlendirmesi (SED) ilişkisi kapsamında İstanbul ili Zeytinburnu ilçesi Sümer mahallesi örneğinin irdelenmesi

Abstract

Kentsel dönüşümde en önemli problemlerden birisi sosyal etkilerin değerlendirilmesine yönelik çalışmaların yetersiz olması ve özellikle dönüşüm alanında yaşayan halkın beklentilerinin yönetilmesine yönelik stratejilerin, sosyal etki değerlendirmesi yapılmaksızın belirlenerek başarıya ulaşamamasıdır. Bu tez çalışmasında kentsel dönüşüm sonucunda yaşayanlar üzerinde oluşabilecek olumsuz etkilerin, sosyal etki değerlendirmesi ile ortadan kaldırılabileceği düşüncesinden hareketle öneriler geliştirilmesi amaçlanmıştır. Kentsel dönüşüm ve sosyal etki değerlendirmesine yönelik literatür çalışmasının akabinde, İstanbul Kenti Zeytinburnu ilçesi Sümer Mahallesi Kentsel Dönüşüm Projesi örnekleminde alan çalışması gerçekleştirilmiştir. Sosyal Etki Değerlendirmesi (SED) uluslararası literatürde 1960'lı yıllardan itibaren, ulusal literatürde de 1990'lı yıllardan itibaren tartışılmaya başlayan bir kavram olmuştur. Tezin literatür araştırması bölümünde aktarılan sosyal etki değerlendirmesine yönelik yapılan çalışmalarda, Sosyal Etki Değerlendirmesi (SED) yöntem kartlarından biri olarak belirtilen "Bina, Sokak, Mahalle Yöntemi" kullanılarak alan çalışması gerçekleştirilmiştir. Bu yönteme ilişkin, literatürden derlenen bilgiler ve alana özel değerlendirmelerle yeniden düzenlenen kartlardan faydalanarak derinlemesine görüşmeler gerçekleştirilmiştir. Derinlemesine görüşmeler sonucu, kentsel dönüşüm proje alanının Sosyal Etki Değerlendirmesi ile dün-bugün-yarın özelinde mekânsal, ekonomik ve yaşamsal değişimleri ortaya konulmuş ve öneriler geliştirilmiştir. Görüşme sonuçlarına göre, Sümer Mahallesi Kentsel Dönüşüm alanında yaşayanlar mahalleye yönelik değerlendirmelerinde mahalle kültürünün, mevcut çarşının ve küçük esnafların varlığını sürdürmesi, sosyal aktivite ve ortak kullanım alanlarının geliştirilmesi ve yerel iş olanaklarının artırılması konularına vurgu yapmışlardır. Sokak değerlendirmelerinde, sokak kültürünün, komşuluk ilişkilerinin ve güven duygusunun devam etmesi, farklı gelir düzeyine ve yaşam alışkanlıklarına hitap eden konutların oluşturulması, çocuk oyun alanlarının ve engellilere yönelik tasarımların geliştirilmesi, canlı, hareketli, yaşayan sokakların oluşturulması konularına dikkat çekmişlerdir. Bina değerlendirmelerinde; binaların düşük katlı yapılaşması, binada tanıdıkların, eski komşuların olması ve apartman giderlerine yönelik çözüm önerilerinin olması konularına dikkat çekmişlerdir.

One of the most important problems that leads to failure of a urban regeneration project is the fact that there is insufficient research considering the social impact assessment in general situations but in most of the cases the expectations of the citizens living in the regeneration area are not rapported to obtain a comform working strategy. In this thesis, it is aimed to develop suggestions from the idea that the negative effects that may occur on the inhabitants as a result of urban regeneration can be eliminated by social impact assessment. Following the literature study on urban regeneration and Social Impact Assessment, a field study was conducted in the sample of the Urban Regeneration Project in the Sümer neighborhood of Zeytinburnu district of İstanbul. Social Impact Assessment has been a concept that has started to be discussed in international literature since the 1960s and in national literature since the 1990s. In the studies related to social impact assessment transferred in the literature research section of the thesis, a field study was conducted using the "Building, Street, Neighborhood Method", which was designated as one of the Social Impact Assessment method cards. Related to this method, compiled from the literature and field-specific evaluations with, in-depth interviews were conducted using the re-arranged cards. As a result of in-depth interviews, the Social Impact Assessment of the urban regeneration project area and the spatial, economic and vital changes of past, present, future were put forward and proposals were developed. According to the results of the interview, the residents of Sümer Neighbourhood Urban Regeneration area emphasized in their assessment of the neighborhood culture, the continued existence of the existing bazaar and small shopkeepers, the development of social activity and common use areas and the increase of local business opportunities. Related to their evaluations concerning the street they draw attention to the following topics: they want that the existing street culcure, relationships between neighboors and the feeling of trust must be maintained, the new residences must be created in accordance to the differences in the levels of income and comform the different lifestyles, the improuvement of playgrounds and more opportunities for disabled people and a street with a feeling of real life are very important. In the building evaluations, they drew attention to low-rise construction of buildings, acquaintances in the building, old neighbors, and suggestions for solutions for apartment expenses.
