Coğrafi bilgi sistemi tabanlı çok kriterli karar analizi ile üniversite kampüsü yer seçimi

Abstract

Yer seçimi, bir kuruluşun kullanım amacına, konumlanacağı alanın jeolojik yapısına, çevresinde yaşayan mevcut vatandaşın sosyal yaşam şartlarına, tercih edilecek alanın alt yapı, üst yapı, ulaşım, ekonomik durum vb. koşullarına göre birçok kritere bağlı olarak yapılmaktadır. Bu durumda bir çok kriter, alt kriter ve seçeneklerin fazla olması ve dolaylı ya da doğrudan birbirleriyle etkileşim ve ilişki içinde bulunması sonucu ortaya karmaşık bir problem çıkmaktadır. Mekansal karar destek sistemleri yardımıyla mekana dayalı karmaşık problemler ulaşılmak istenilen hedefe ve problemin yapısına en uygun çok kriterli karar verme metodları kullanılarak kolaylıkla çözümlenmekte ve seçeneklerin değerlendirilmesi analiz edilmesi ve modellenmesiyle en uygun seçimlerinin yapılması sağlanmaktadır. Çağın gelişmesiyle ve yükseköğretimin gereklilikleri ile üniversite kampüslerinin şehir dışında gelişmesi kendine ait bir yerleşke yapısıyla varlığını sürdürmesi süreci hızlanmıştır. Üniversite tasarım süreci; amaçların iyi belirlenmesi, yer seçimi kararlarının uygun verilebilmesi, üniversitenin genel karakterinin ve büyüklüğünün saptanması, organizasyonel yapısının düzenlenebilmesi ve tüm bunlar aracılığıyla mimari tasarıma zemin oluşturacak programların yapılabilmesi, tasarım temel kararlarının alınması ve gelişme, nitelik ve kriterlerinin belirlenmesi gibi birçok önemli aşamayı içerir. Bu çalışma ile topluma çok uzun vadede hizmet etmesi beklenen üniversite kampüslerinin görevlerini en iyi şekilde yerine getirebilmeleri için büyüme ve gelişme olanaklarının ön programlama aşamasından itibaren belirlenmesi ve doğru yerleşim sistemi ve tasarım kriterleri ile desteklenmesinin kampüs tasarım sürecindeki yeri ve önemi belirtilmeye çalışılmıştır. Bu bağlamda Konya Teknik Üniversitesi Kampüs yerleşkesinin kurulum alanının belirlenebilmesi için çok kriterli karar verme metodlarından ANP yönteminden yararlanılmış olup analizler haritalar ile karşılaştırılmıştır.

The choice of location depends on the purpose of use of an institution, the geological structure of the area where it will be located, the social life conditions of the current citizen living around it, the infrastructure, superstructure, transportation, economic situation, etc. of the area to be preferred.There are made depending on many criteria. In this case, a complex problem arises as a result of many criteria, sub-criteria options being excessive and indirectly or directly interacting and relation with each other. With the help of spatial decision support systems, complex problems based on space are easily solved by using multi-criteria decision-making methods most suitable for the target to be achieved and the structure of the problem, and the most appropriate choices are made by evaluating the options, analyzing and modeling them. With the development and necessities of the age, the development of university campuses outside the city and their existence with a campus structure of its own has accelerated the process. University design process; It includes many important steps such as determining the objectives well, making appropriate site selection decisions, determining the general character and size of the university, organizing the organizational structure and making programs that will form the basis for architectural design through all these, making basic design decisions and determining the development, qualifications and criteria. With this study, the place and importance of determining the expand and development opportunities from the pre-programming stage and supporting them with the right settlement system and design criteria in the campus design process so that the university campuses, which are expected to serve the society in the very long term, can fulfill their duties in the best way, have been tried to be stated. In this context, the Analytic Network Process method, one of the multi-criteria decision-making methods, was used to determine the installation area of the Konya Technical University Campus campus, and the analyzes were compared with the maps.
