Abstract: Günümüzde mekânsal planlama süreçlerinde toprağa ve iklime dayalı yapılan analiz ve sentez çalışmaları çoğunlukla geniş yüzölçümlü arazilere göre yapılmaktadır. Mekansal analiz ve sentez sürecinde mikro ölçekte bir arsanın fizyolojik ve biyolojik yapısına yeterince dikkat edilmemektedir. Kentsel arsalar için geniş yüz ölçümde yapılan niteliksel belirlemeler, yerelde toprak verimliliğinin bir süre sonra korunamamasına, toprağın kısırlaşmasına ve mikro-klimatik oluşumların gözden kaçırılmasına sebep olmaktadır. Yapılaşmaya açılan bir alanda toprak verimliliğinin korunması, iklimsel girdilerin dikkate alınması, enerji etkinliğin sağlanması ve alana özgü ortaya çıkabilecek nitelikler konusu çoğunlukla ihmal edilmektedir. Bu çalışmada, bir imar parseli ölçeğinde yerleşime uygunluk analizi yapmaya imkan veren özgün bir yazılım geliştirilmiş ve deneysel bir uygulama ile bu yazılımın gerçek hayattaki başarısı test edilmiştir. Analitik Hiyerarşi Süreci (AHS) yöntemine dayalı olarak geliştirilen özgün yazılım algoritmasında karar üretme sürecinde 5 farklı yerleşime uygunluk kriteri (imar parselinin büyüklüğü, imar parselinin formu, imar parselinin lokasyonu, imar parselindeki toprağın bitki verimliliği ve imar parseline ait iklimsel veriler) kullanılmıştır. Araştırma sonuçları, kır ve kentin iç içe geçtiği yerlerde imar parsellerinin kullanım şeklini teknolojinin yardımıyla toprağı koruyan, çevresel koşulları dikkate alan, enerji verimliliği sağlayan, insanların barınma ve çalışma ihtiyacını akıllıca karşılayan bir biçime dönüştürmenin mümkün olduğunu ortaya koymuştur. Araştırma, mikro ölçekte iklimsel veriler mekânsal planlama süreçlerine dahil edilmediğinde, imar planlarında sürdürülebilir, yaşanabilir ve enerji etkin olmayan fiziksel çevreler üretildiğini göstermiştir. Araştırma, akıllı parsel ve mekânsal zekâ kavramlarını ön plana çıkarmakta, bu kavramların içinin nasıl daha iyi doldurulacağı konusunda bir fikir geliştirmektedir. Bu çalışma ile imar parsellerinde toprağın verimliliğini korumanın, iklimsel şartlara uyum sağlamanın, parsel içinde en ideal yapı yoğunluğu ve düzenini bulmanın, enerji tasarrufu gerçekleştirmenin yenilikçi bir yolunu keşfeden alternatif bir teknolojik yazılım geliştirilmiştir.
Today, spatial analysis and synthesis based on soil and climate in planning processes are mostly carried out according to large areas. In the process of spatial analysis and synthesis, insufficient attention is paid to the climatic and biological structure of a micro-scale plot. Identifications made in large areas for urban lands cause the local soil fertility to not be maintained after a while, the soil to become sterile and micro-climatic formations to be overlooked. The issues of protecting soil fertility, taking into account climatic inputs, ensuring energy efficiency and site-specific qualities in an area opened for construction are mostly neglected. In the study, a unique software was developed that allows for settlement suitability analysis at the scale of a zoning plot, and the real-life success of this software was tested with an experimental application. In the original software algorithm developed based on the Analytical Hierarchy Process (AHS) method, 5 different settlement suitability criteria (size of the zoning parcel, form of the zoning parcel, location of the zoning parcel, plant productivity of the soil in the zoning parcel and climatic data of the zoning parcel) were used in the decision-making process in the original software algorithm. The results of the research have revealed that it is possible to transform the way of using zoning parcels in places where the countryside and the city are intertwined, with the help of technology, to a way that protects the soil, considers environmental conditions, provides energy efficiency, and meets the shelter and work needs of people intelligently. The research has shown that when micro-scale climatic data is not included in the spatial planning processes, sustainable, liveable and energy-inefficient physical environments are not produced in the zoning plans. The research highlights the concepts of smart parcels and spatial intelligence and develops an idea on how to better fill these concepts. With this study, an alternative technological software has been developed that explores an innovative way to preserve soil fertility, adapt to climatic conditions, find the most ideal building density and arrangement within the plot, and realize energy savings.
