Kentsel Dönüşüm Sürecinde Karşılaşılan Sorunların Aktörler Perspektifinden Değerlendirilmesi; Dönüşüm Meram Projesi Şükran Mahallesi Örneği

Abstract

Kentlerde özellikle köhnemiş ya da âtıl kalmış mekânlar kentliler, kent yöneticileri ve tasarımcılar için sürekli ilgi odağı olmaktadır. Kentin yıpranan veya fonksiyonunu kaybetmiş alanlarında, o bölgenin sorunlarına çözüm bulma arayışları kapsamında kullanılan çeşitli müdahale yöntemleri kentsel dönüşüm adı altında toplanabilmektedir. Kentsel dönüşüm projelerinden beklenen, kent için problem teşkil eden alanlarda değişimi yönlendirmede öncü rol oynamasıdır. Günümüzde farklı nitelikteki sorunların çözümüne yönelik çeşitli yöntemler kullanılarak birçok kentsel dönüşüm projesi gerçekleştirilmiştir. Bu projelerde kullanılan yöntemlere göre projenin çeşitli aşamalarında aktif rol oynayan aktörler değişkenlik göstermekte ve aktörler arası ilişkiler projenin başarıya ulaşmasında önemli rol oynamaktadır. Bu çalışmanın amacı, çöküntü alanı haline gelmiş bölgelerde, afet riskli alan özelinde, başlangıç, planlama, finansman ve uygulama aşamalarında belirlenen hedeflerin gerçekleşmesine yönelik aktörlerin davranış biçimlerinin ve karşılaştıkları sorunların değerlendirilmesidir. Çalışmada, literatür çalışmasından elde edilen veriler çerçevesinde alan çalışmasında sosyal, profesyonel, finansal ve idari aktörlerle derinlemesine görüşmeler gerçekleştirilmiştir. Konya ili Meram ilçesi Şükran Mahallesi Afet Riskli Alanı Kentsel Dönüşüm Projesi sürecinde aktif rol alan aktörlerle gerçekleştirilen derinlemesine görüşme sonuçları aktarılmıştır. Bu projede aktörlerin karşılaştıkları en önemli sorunların bürokrasi işlemleri, siyasi çıkarlar ve ekonomik imkânların yetersizliği olduğu belirlenmiştir. Sonuç olarak söz konusu aktörlerin karşılaşmış oldukları temel sorunlara ekonomik güçlenme, halkın bilinçlendirilmesi ve kanunların değişmesi ile çözümler getireceği vurgulanmıştır.

In cities, especially the collapse or idle places; It is a constant focus of interest for urban residents, city managers and designers. In these areas of the city that are worn out or lost their functions, various intervention methods used in the search for solutions to the problems of that region can be gathered under the name of urban transformation. What is expected from urban regeneration projects is to play a leading role in directing change in areas that are problematic for the city. Today, many urban transformation projects have been realized by using various methods to solve different problems. According to the methods used in these projects, actors playing active roles in various stages of the project vary and inter-actor relations play an important role in the success of the project. The aim of this thesis is to evaluate the actors' behaviors and the problems they face in order to achieve the targets set in the beginning of the urban transformation, planning, financing and implementation stages in the region that has become a depression area, especially in the area of disaster risk. In this thesis, the data obtained from the literature study was carried out. The results of the in-depth interviews conducted with social, professional, financial and administrative actors actively involved in the Disaster Risk Area Urban Transformation Project of Şükran District of Meram District of Konya Province were presented. In this project, the most important problems faced by the actors were determined as bureaucracy, political interests and insufficient economic opportunities. As a result, it was emphasized that the main problems faced by these actors could be solved by economic empowerment, public awareness and changing laws.
