Eski Stadyum Alanından Yeni Millet Bahçesine: Eskişehir Kent Merkezinde Bir Dönüşüm Örneği

Abstract
Kent merkezlerinde kalan birçok alan teknolojik, ekonomik, yasal, zamansal ve sosyal anlamdaki değişimi tetikleyen unsurlar nedeniyle dönüşüm sürecine konu olmaktadır. Özellikle metropollerde, kentin en büyük spor alanlarını temsil eden stadyum alanları nicelik ve nitelik bakımından yetersiz kalması nedenleriyle kent merkezlerini terk etme durumunda kalmakta ve 2018 yılından itibaren stadyumların terk ettiği alanlar ağırlıklı olarak millet bahçeleri projeleriyle değerlendirilmektedir. Henüz yeni uygulamaya başlanan bu kapsamdaki dönüşüm projeleri için sonuçlarını tartışmanın, yeni üretilecek projelerdeki stratejilere yönelik önemli bir açılım sağlayacağı düşünülmektedir. Eskişehir Atatürk Stadyumu da bu dönüşüm sürecini yaşayarak kent merkezinden farklı bir konuma taşınmış ve âtıl alana millet bahçesi projesi yapılmıştır. Çalışmada, Eskişehir eski Atatürk Stadyumu’nun yeni Eskişehir Millet Bahçesi’ne dönüşümünün yasal-yönetsel, toplumsal, ekonomik ve tasarım boyutları çerçevesinde sonuçlarını incelemek amaçlanmış ve bu doğrultuda niceliksel analizler kullanılmıştır. Literatür taraması, gözlem ve yarı yapılandırılmış görüşmeler olmak üzere 3 farklı yöntemle veri toplanmıştır. Kavramsal veri makale, tez ve kitaplar ile online veri tabanları üzerinden literatür taraması yoluyla elde edilmiştir. Alan araştırmasında ise gözlem yoluyla mekânsal analizler gerçekleştirilmiş ve 68 kullanıcıyla millet bahçesi projesini değerlendirmeye yönelik Aralık 2021 tarihinde yarı yapılandırılmış görüşmeler gerçekleştirilmiştir. Sonuçlar çerçevesinde merkezi yönetim kararlarına dayalı olarak üretilen projenin, yerel değer ve öncelikleri dikkate almaması en büyük olumsuzluk olarak değerlendirilmiştir. Projenin en önemli katkısı ise alanın yine etkin bir kamusal kullanım için değerlendirilme çabasıdır. Sonuçta, projenin olumsuz etkilerinin iyileştirilmesi için önemli olan temel stratejiler belirlenmiştir
Many areas in urban centers are subject to transformation due to the factors that trigger technological, economic, legal, temporal and social change. Especially in metropolitan areas, stadium areas representing the largest sports areas of the city are forced to leave the city centers due to lack of quantity and quality, and as of 2018, the areas abandoned by the stadiums are mainly evaluated by national gardens projects. It is thought that discussing the results of the transformation projects within this scope, which have just been implemented, will provide an important opening for strategies in the new projects to be produced. Eskisehir Ataturk Stadium also experienced this transformation process and moved from the city center to a different location and a national garden project was built on the site. In the study, it was aimed to examine the results of the transformation of Eskisehir old Ataturk Stadium into the new Eskisehir National Garden within the framework of legal-administrative, social, economic and design dimensions and quantitative analyses were used in this direction. Data were collected in 3 different methods: literature review, observation and semi-structured interviews. Conceptual data is obtained through literature review through articles, thesis and books and online databases. In the field research, spatial analyses were carried out through observation and semistructured interviews were conducted with 68 users in December 2021 to evaluate the national garden project. Within the framework of the results, the project produced based on central government decisions was considered as the biggest negative for not taking into account local values and priorities. The most important contribution of the project is the effort to evaluate the area for effective public use. As a result, key strategies have been identified that are important for improving the negative effects of the project.
