Ulaşımda Erişilebilirlik Kto Karatay Üniversitesi Merkez Kampüsü Örneği

Abstract

Üniversite yerleşkeleri eğitim-öğretimin yanı sıra birçok işlevi de bünyesinde barındıran kentsel mekanlardır. Kullanıcı çeşitliliği, farklı kullanım süreleri ve amaçlarından dolayı küçük kent özelliği taşıyan yerleşkelerin evrensel tasarım ilkelerine uygun olarak erişilebilirliğinin sağlanması gerekmektedir. Günümüzde yerleşkelerde erişilebilirliği araştıran ve inceleyen çalışmalar genellikle kampüs alanına odaklanmıştır. Ancak yerleşkeye ulaşmadan mekânsal erişilebilirliğin bir önemi yoktur. Bundan dolayı çalışma kapsamında yerleşkeye ulaşımda erişilebilirliğin önemini vurgulamak amaçlanmıştır. Bu doğrultuda 2023 yılı mekânda erişebilirlik ödülü (turuncu bayrak) alan KTO Karatay Üniversitesi’nin merkez kampüsü örneklem alanı olarak belirlenmiştir. Kampüse ulaşımda toplu taşıma araçlarını kullanmak için geçilen yol, kaldırım, yaya geçidi ve durakların erişilebilirliği analiz edilmiştir. Bu kapsamda kampüsün yakın çevresi ulaşım ve dolaşım ağı olmak üzere iki bölgeye ayrılmıştır. Bu iki bölge kendi içerisinde isimlendirilerek gözlemlenmiş, deneyimlenmiş ve fotoğraflanmıştır. Evrensel tasarım ilkelerine göre bu alanların değerlendirmeleri yapılmıştır. Yapılan değerlendirme ile KTO Karatay Üniversitesi merkez kampüsüne ulaşımda engelli erişiminin uygun olmadığı sonucuna varılmıştır. Kampüse hem ulaşım hem de dolaşım ağının özellikle basit ve sezgisel kullanım, algılanabilir bilgilendirme ve tasarımda hata payı ilkelerine göre yetersiz düzeyde olduğu tespit edilmiştir. Üniversitenin sağlamış olduğu engelsiz alanları kullanabilmek için ilk olarak yerleşkeye erişmek gerekir. Bütüncül, kapsayıcı ve evrensel bir tasarım için kampüs alanına ulaşım ve kampüs alanının yakın çevresi de dikkate alınmalıdır.

University campuses are urban spaces that include many functions in addition to education. Due to the diversity of users, different periods of use and purposes, it is necessary to ensure the accessibility of the campuses with the characteristics of small cities in accordance with universal design principles. Today, studies investigating and examining accessibility on campuses are generally focused on the campus area. However, spatial accessibility is of no importance before reaching the campus. Therefore, within the scope of the study, it is aimed to emphasize the importance of accessibility in transportation to the campus. In this direction, the central campus of KTO Karatay University, which received the 2023 spatial accessibility award, was determined as the sampling area. Accessibility of roads, pavements, pedestrian crossings and stops to use public transportation vehicles in transportation to the campus were analyzed. In this context, the immediate surroundings of the campus are divided into two regions as transportation and circulation network. These two regions have been observed, experienced and photographed by naming them themselves. These areas were evaluated according to the principles of universal design. As a result of the evaluation, it was concluded that access to the central campus of KTO Karatay University is not suitable for the disabled. It has been determined that both the transportation and circulation network to the campus are insufficient according to the principles of simple and intuitive use, perceptible information and margin of error in design. In order to use the barrier-free areas provided by the university, it is necessary to access the campus first. For a holistic, inclusive and universal design, transportation to the campus area and the immediate environment of the campus area should also be taken into account.
