Yalıçiftlik Beldesi’nin Kentsel Gelişiminde Gayrimenkul Sektörünün ve Mekansal Planların Yönlendirici Gücü

Abstract

Bu çalışmanın amacı, gayrimenkul sektörünün yoğun ilgi gösterdiği bir turizm bölgesi olan Bodrum’a bağlı Yalıçiftlik Beldesi’nde, mekânsal planlama ve gayrimenkul sektörü arasında yaşanan karşılıklı güç mücadelesini keşfetmektir. Son 30 yıl içinde Yalıçiftlik Beldesi’nde önemli kentsel yatırımlar gerçekleşmiştir. Mekânsal planların ve gayrimenkul sektörünün, Yalıçiftlik Beldesi’nin kentsel gelişimi üzerinde ne derece belirleyici etkisi olduğu bu çalışmada anlaşılmak istenmektedir. Bu kentsel gelişimler gayrimenkul sektörü aktörlerine ve kentsel projelere dayalı olarak detaylı analiz edilmiş, mekânsal planlamanın hangi dönemlerde etkin güç kazandığı, hangi dönemlerde ise etkisiz kaldığı konusu nedenleriyle beraber aydınlatılmıştır. Bu sayede gayrimenkul sektörü ve mekânsal planlama arasındaki işbirliği veya karşılıklı güç düellosu somut olarak ortaya konmuştur. Bildiri beş bölümden oluşmaktadır. Giriş bölümünde gayrimenkul sektörü ve mekânsal planlama arasındaki ilişkiden bahsedilmektedir. İkinci bölümde Türkiye’de gayrimenkul sektörünün durumundan, ayrıca Türkiye’de mekânsal planlama sistemi ve plan yapım süreçlerinden bahsedilmektedir. Üçüncü bölümde, araştırma metodolojisi ve yöntem anlatılmaktadır. Dördüncü bölümde saha araştırması bulguları sunulmakta ve beşinci bölümde araştırmanın sonucuna yer verilmektedir.

The aim of this study is to explore the mutual power struggle between the spatial planning and the real estate sector in the Yaliciftlik Town of Bodrum, which is a tourism region where the real estate sector shows great interest. During the last 30 years, significant urban investments have been realized in the Yaliciftlik Town. In this study, it is aimed to understand to what extent the spatial plans and the real estate sector have a decisive impact on the urban development of Yaliciftlik Town. These urban developments are analyzed in detail based on real estate sector actors and urban projects, and the periods in which spatial planning gains effective power and in which periods it becomes ineffective are explained together with the reasons. In this way, the cooperation between the real estate sector and the spatial planning or the power of mutual duel has been put forward. The paper consists of five chapters. In the introduction, the relationship between real estate sector and spatial planning is mentioned. In the second part, the state of the real estate sector in Turkey, the plan-making process and Turkey’s spatial planning system are mentioned. In the third section, research methodology and methods are explained. In the fourth section, the findings of the case study are presented and in the fifth section research results are given.
