Kentsel Dönüşüm Alanında Fiziksel Değişimin İncelenmesi: Uluırmak Örneği

Abstract

Son yıllarda ülkemizdeki birçok kent hızlı bir şekilde gelişmekte ve değişmektedir. Bu değişim, kentsel alanların belirli bölgelerinde fiziksel yapının kötüleşmesi, altyapının yetersiz kalması, riskli alanların oluşması gibi sorunları da beraberinde getirebilmektedir. Kentsel dönüşüm, kentsel yenileme gibi proje süreçleri ile bu sorunlara çözüm üretilmeye çalışılmaktadır. Ancak, bölgenin mevcut yapısı, kimliği, bölgenin dokusu incelenmeden yapılan uygulamalar sonucu yeni değişiklikler, sorunlar ortaya çıkabilmektedir. Bu nedenle kentsel dokunun kimliğinin belirlenmesi için gerekli analizlerin yapılması ve bu doğrultuda yapılan projelerin hayata geçirilmesi, yeni çıkabilecek sorunların önüne geçilmesi açısından değerlidir. Bu doğrultuda bu çalışmanın amacı Konya'nın Meram ilçesinde yer alan Uluırmak Rezerv Yapı Alanı'nda uygulanan kentsel dönüşüm projesiyle oluşan mekânsal değişimi ortaya koymak ve çalışma alanının eski ve yeni dokusunu karşılaştırılmasını değerlendirilerek yeni çalışmalara altlık oluşturmaktır. Çalışmanın ikinci amacı ise bölgedeki kullanıcıların dönüşümle ilgili düşüncelerini tespit etmektir. Çalışma yönteminde bölgenin sokak dokusu, bina yoğunluğu, yeşil alanlarının eski ve yeni durumları karşılaştırarak analiz edilmiş ve anket çalışması gerçekleştirilmiştir. Çalışma sonucu seçilen örneklem alanında, bölgenin eski durumuna göre kayda değer ölçüde mekânsal farklılıklar gösterdiği tespit edilmiş ve kullanıcı düşünceleri saptanmıştır. Sonuç olarak kentsel dönüşüm projelerinde, çalışmanın her aşamasında fiziksel ve sosyal boyutlarıyla ele alınmasının, kentsel alanlardaki mevcut dokunun analiz edilerek iyi anlaşılması sağlanmasının gerekliliği ve önemliliği ortaya çıkmıştır.

In recent years, many cities in our country have been developing and changing rapidly. This change may bring about problems such as deterioration of physical structure in certain parts of urban areas, inadequate infrastructure, and the formation of risky areas. Efforts are being made to find solutions to these problems through project processes such as urban transformation and urban renewal. However, new changes and problems may arise as a result of applications made without examining the existing structure, identity and texture of the region. For this reason, making the necessary analyzes to determine the identity of the urban texture and implementing projects in this direction are valuable in terms of preventing new problems. In this regard, the aim of this study is to reveal the spatial change that occurred with the urban transformation project implemented in the Uluırmak Reserve Building Area in the Meram district of Konya and to provide a basis for new studies by evaluating the comparison of the old and new texture of the study area. The second purpose of the study is to determine the thoughts of users in the region about transformation. In the study method, the street texture, building density, and green areas of the region were analyzed by comparing the old and new conditions and a survey was conducted. As a result of the study, it was determined that the selected sample area showed significant spatial differences compared to the old situation of the region and user opinions were determined. As a result, the necessity and importance of considering the physical and social dimensions of urban transformation projects at every stage of the work and ensuring a good understanding by analyzing the existing texture in urban areas has emerged.
