Abstract

Urban transformation is the renewal, sanitization, revitalization, redevelopment and reinstatement of worn out, outdated, physically or socially problematic areas of cities. Rapidly increasing urbanization, uncontrolled growth of the urban population brings about distortion, irregular growth and social problems in some parts of the cities. However, when earthquakes and other disasters are considered, urban transformation plays an important role in eliminating all these problems. Cities or parts of cities that are safe against disasters, have a high quality of life and are accessible can be achieved through urban regeneration. There are various debates on the method of urban regeneration (area/island based and building/parcel based). Area-based transformation represents the transformation of a neighborhood or a section within a city, while building-based transformation covers a building or groups of buildings. Area-based and building-based transformation methods, which are important factors in determining the urban regeneration strategy and deciding on implementation methods, are alternative methods. These two methods have advantages and disadvantages compared to each other. In Turkey, legal regulations on urban regeneration planning and implementation have been made in the historical process. The most recent and comprehensive of these regulations is the Law No. 6306 on the Transformation of Areas under Disaster Risk. In this study, building-based transformation and area-based transformation processes, which are the most important fields of activity in the planning and implementation strategies of urban transformation, are examined and the advantages and disadvantages of the building-based and area-based transformation methods mentioned in the Law No. 6306 on the Transformation of Areas Under Disaster Risk are revealed.
