Kalıcı Deprem Konutlarında Kullanıcı Memnuniyeti Analizi: Osmaniye Örneği

Abstract

Art arda yaşanan 6 Şubat Pazarcık merkezli iki deprem çok sayıda can ve mal kaybına neden olmuştur. Doğu Anadolu fay hattı üzerinde oluşan bu depremler başta deprem odak noktasının yer aldığı şehirler olmak üzere, Osmaniye’de büyük kayıplara yol açmıştır. Deprem sonrası normalleşme aşamasında ilk olarak çözümlenmesi gereken konu barınma problemidir. Çalışmada inşaatına başlanan konutların yer seçimi, projelendirilmesi ve bunların yörenin sosyo-ekonomik, kültürel yapısıyla ilgili yönleri kullanıcı memnuniyeti kapsamında incelenmiştir. Çalışmada gözlem, fotoğraflama, anket ve görüşme teknikleri kullanılmıştır. Osmaniye’de meydana gelen yıkımlar için Toprakkale ilçesinde inşaatına başlanan deprem konutları ve Hasanbeyli ilçesinde yapımı devam eden afet konutları için 280 soruluk anket uygulanmıştır. Sorular SPSS veri programında değerlendirilmiştir. Araştırma Osmaniye Toprakkale ve Hasanbeyli’de yapımı devam eden afet konutlarıyla sınırlandırılmıştır. Farklı demografik verilere sahip iki farklı alan üzerinde yapılan çalışmada sorunların ortak, ihtiyaçların farklı olduğu tespit edilmiştir. Yapılan anketlerle her iki bölgedeki katılımcıların yeni yerleşim yerinden memnun olmadıkları, konutları genel olarak iyi, orta başlığında değerlendirdikleri ancak konutların bölgesel ihtiyaçları karşılamadığı tespit edilmiştir.

Two successive earthquakes, centered in Pazarcık on February 6, caused many casualties and property losses. These earthquakes on the Eastern Anatolia fault line caused great losses in Osmaniye, especially in the cities where the earthquake focal point is located. The first issue to be solved in the normalization phase after the earthquake is the housing problem. In the study, the location selection and project design of the houses whose construction started and their aspects related to the socioeconomic and cultural structure of the region were examined within the scope of user satisfaction. Observation, photography, questionnaire and interview techniques were used in the study. For the demolitions in Osmaniye, a 280-question questionnaire was applied for the earthquake houses built in Toprakkale district and the disaster houses under construction in Hasanbeyli district. The questions were evaluated in the SPSS data program. The research was limited to ongoing disaster housing in Osmaniye Toprakkale and Hasanbeyli. In the study conducted on two different areas with different demographic data, it was determined that the problems were common and the needs were different. With the surveys conducted, it was determined that the participants in both regions were not satisfied with the new settlement, evaluated the houses in general as good and medium, but the houses did not meet the regional needs.
