Statistical Changes in Housing Production Methods After the Year 2000: the Case of Konya

Abstract

Housing is currently one of the most pressing issues within the existing social system. As rapid urbanization and population growth continue in Türkiye, the housing shortage is increasing day by day. Research should be conducted, both theoretically and practically, to identify the issues related to the housing production problem in question, develop solutions based on these findings, and generate guiding data. Until 1980, the traditional housing production methods that were not based on scientific planning were used to acquire housing throughout the country. However, a change occurred in the early 1980s, with housing cooperatives taking the forefront and becoming the preferred method of housing acquisition for all segments of society, in addition to low-income individuals. Improvements made with the enactment of the Mass Housing Laws of 1981 and 1984, as well as significant developments in the economy and construction sector, supported individuals in acquiring housing. This study, which uses a comparative analysis method based on literature and focuses on these issues, examines the housing production methods implemented in Konya after the year 2000. Housing production methods, which emerge with housing forms that vary depending on the needs of people, are investigated by using numerical data on the change processes of the relevant methods.

Günümüzde, konut konusu mevcut toplumsal sistemin önde gelen sorunlarından biridir. Türkiye’de hızlı bir şehirleşme ve nüfus artışı yaşanırken, konut açığı her geçen gün daha da artmaktadır. Söz konusu konut üretim sorunu ile ilgili tespitlerde bulunularak, bu tespitlere yönelik çözümlerin geliştirilmesi ve yönlendirici veriler üretilmesi için teorik ve pratik araştırmalar yapılması gerekmektedir. Ülke genelinde 1980 senelerine kadar bilimsel planlamaya dayalı olmayan geleneksel konut üretim metotlarıyla sağlanan konut edinme durumunda, 1980'lerin başından itibaren değişim yaşanmıştır. Bu yıllarda ön plana çıkan konut kooperatifleri, dar gelirli bireylere ek olarak toplumun tüm kesimleri tarafından konut edinme yöntemi olarak benimsenmiştir. 1981 ve 1984 tarihli Toplu Konut Kanunlarının yürürlüğe girmesi ile sağlanan iyileştirmeler ve gerek ekonomi gerekse yapım sektöründe meydana gelen büyük gelişmelerle birlikte bireylerin konut edinmesi desteklenmiştir. Bahsedilen konular odağında hazırlanan ve literatüre dayalı karşılaştırmalı analiz yönteminin kullanıldığı bu çalışmada, 2000 yılı sonrasında Konya’da uygulanan konut üretim metotları irdelenmiştir. İnsanların gereksinimlerine bağlı olarak çeşitlilik gösteren konut biçimleriyle ortaya çıkan konut üretim metotları araştırılarak ilgili yöntemlerin değişim süreçlerine dair sayısal veriler kullanılarak ele alınmaktadır.
