Konut ve Çevresinde Fiziksel Erişilebilirliğin Değerlendirilmesi: Isparta Akkent TOKİ Toplu Konutları Örneği

Abstract

Konut ve çevresi, kişilerin yaşam kalitesini etkileyen ve insan yaşamının sürdürülebilmesi için fiziksel, psikolojik ve sosyo-kültürel ihtiyaçların karşılandığı mekânlardır. Toplu konut alanları ise, çok sayıda konut bloğunun bir araya gelerek oluşturduğu, farklı özellikteki pek çok kişinin yaşam çevresini oluşturan konut modelidir. Bu çalışmada, toplu konut çevresinde yaşam kalitesini etkileyen önemli bir unsur olarak erişilebilirlik kavramına odaklanılmaktadır. Çalışmanın amacı, konut ve çevresinde fiziksel erişilebilirlik düzeyini belirlemek amacıyla değerlendirme ölçütleri oluşturmak ve sorunların tespit edilmesi için bir altlık sağlamaktır. Analizlerde kullanılacak ölçütler literatür araştırmaları, Mekansal Planlar Yapım Yönetmeliği ve Evrensel Tasarım Kılavuzu’ndan yararlanılarak oluşturulmuştur. Kentsel ölçekten mimari ölçeğe kadar geniş kapsamda oluşturulan bu ölçütler, Isparta kenti Akkent mahallesi TOKİ toplu konut alanında, yerinde gözlem ve ölçümler ile değerlendirilmiştir. Tespit edilen sorunların büyük oranda mimari ölçekteki uygulamalardan kaynaklı olduğu görülmüştür. Sonuç olarak, toplu konut çevresinin planlanmasında mimari ölçekteki düzenlemelerin kapsayıcı tasarım açısından önemine değinilmiş, herkes için tasarlanacak konut çevrelerinin yaşam kalitesinin yükselmesindeki önemine vurgu yapılmıştır.

Housing and its surroundings are places that affect people's quality of life and meet physical, psychological and socio-cultural needs in order to sustain human life. Mass housing areas, on the other hand, are housing models formed by the combination of many housing blocks, creating the living environment of many people with different characteristics. This study focuses on the concept of accessibility as an important element affecting the quality of life in the public housing environment. The aim of the study is to create evaluation criteria to determine the level of physical accessibility in the house and its surroundings and to provide a basis for identifying problems. These criteria were created using literature research, Spatial Plans Construction Regulation and Universal Design Guide. The criteria, which are considered in a wide range from urban scale to architectural scale, were evaluated with on-site observations and measurements in TOKİ mass housing area in Akkent neighborhood of Isparta city. It has been observed that the detected problems are largely caused by applications on an architectural scale. As a result, in the planning of the mass housing environment, the importance of architectural arrangements in increasing the quality of life of housing environments designed for everyone is emphasized.
