Kentsel Sit Alanlarında Kentsel Dönüşüm Problematiği: Adana Tepebağ-Kayalıbağ Mevkii

Abstract

Kentsel sit alanlarında yürütülmeye çalışılan kentsel dönüşüm projelerinde bütüncül olmayan, salt bina ölçeğinde hazırlanan çalışmaların bölgede problemlere sebep olması günümüzün yaygın problemlerindendir. Çalışma kapsamında yeni bir yöntem önerilerek bu problemlere çözüm getirmek, kentsel sit alanlarındaki Kentsel Dönüşüm Projeleri’ne bir alt yapı oluşturmak hedeflenmiştir. Yöntem önerisinden önce kavram araştırması yapılacaktır. Kavram araştırması incelendikten sonra kentsel dönüşüm çalışmaları için genel bir şema oluşturularak yöntem kurgulanacaktır. Adana tarihi kent merkezini oluşturan Tepebağ-Kayalıbağ mahalleleri örneklem alanı üzerinde yöntem test edilecektir. Yöntem doğrultusunda; bölgenin kendine özgü dokusunu koruyarak önceki kullanıcısını tekrardan kazanması planlanmaktadır. Bu çerçevede bölgenin fiziki, sosyoekonomik ve idari yapısında tahminler yapılacaktır. Tahminlerin birleştirilmesi ile Adana tarihi kent merkezini oluşturan Tepebağ-Kayalıbağ mahallelerinde başarılı bir Kentsel Dönüşüm Projesi elde edilmiş olacaktır.

In the urban transformation projects that are tried to be carried out in the Urban Protected Areas; It is one of the common problems of today that non-holistic, only building-scale studies cause problems in the region. Within the scope of the study, it is aimed to solve these problems by proposing a new method and to create an infrastructure for the Urban Transformation Projects in the urban protected areas. A concept research will be conducted before the method proposal. After examining the concept research, a general scheme for urban transformation studies will be created and the method will be constructed. The method will be tested on the sample area of Tepebağ-Kayalıbağ neighborhoods, which constitute the historical city center of Adana. In line with the method; It is planned to regain the previous user by preserving the unique texture of the region. In this framework, estimations will be made on the physical, socio-economic and administrative structure of the region. By combining the estimates, a successful Urban Transformation Project will be obtained in the TepebağKayalıbağ neighborhoods that form the historical city center of Adana.
