Türkiye’de Üniversite Öğrencilerinin Kiralık Konuta Erişim Sorunu ve Barınma Hakkı, Konya Örneği

Abstract

Evrensel bildirgeler ve “herkes temel insan gereksinimlerini karşılayabilecek, insan haysiyetine yaraşır biçimde konut ve barınma hakkına sahiptir” ifadesi ile anayasamızda, temel haklar kapsamında tanımlanan barınma; yerel ve küresel ölçekte meydana gelen yasal, yönetsel ve ekonomik dönüşümler nedeniyle, özellikle orta ve alt gelir düzeyine sahip, ekonomik bakımdan kırılgan gruplar için günümüzde temel sorun haline gelmiştir. İnşaat sektörünün ekonominin lokomotifi olarak görülmesi, yapılı çevre üretiminin önünde engel oluşturan bir dizi yasal düzenleme ile sonuçlanmıştır. 2000’li yıllar ile artan rekabet ortamında konut yatırımcıları üst gelir grubuna hitap eden projelere ağırlık verirken, bu durum orta- alt gelir düzeyinin konuta erişim sorununu gündeme getirmiştir. Konya’da üniversite öğrencilerinin kiralık konuta erişim sorununu barınma hakkı ekseninde ele alan araştırmada, Konya merkez ilçelerinden Selçuklu, Meram ve Karatay ilçelerinde ikamet eden 175 öğrenci ile anket çalışması yürütülmüştür. Araştırma öğrencilerin konuta erişim sorununun temel nedenleri ve sonuçlarını ortaya koymanın yanı sıra, öğrencilerin konut sorununu çözmeye yönelik politikaları tartışmayı hedeflemektedir.

Housing is one of the basic human rights, with the universal declarations and the Turkish Constitution stating that “everyone has the right to housing and shelter that can meet basic human needs and befitting human dignity”. However, housing has become a fundamental problem today, especially for economically vulnerable groups with middle- and lower-income levels, due to the legal, administrative, and economic transformations that have taken place on a local and global scale. The fact that the construction sector is seen as the locomotive of the economy has resulted in many legal regulations that hinder the production of the built environment. In the increasingly competitive environment of the 2000s, housing investors focused on projects that appeal to the high-income group, while this situation caused the problem of access to housing for middle and lower-income levels. In this context, a survey study was conducted with 175 students residing in Selçuklu, Meram, and Karatay districts of Konya’s central districts, in the research that deals with the problem of university students’ access to rental housing in Konya on the axis of the right to housing. In addition to revealing the main causes and consequences of students’ access to housing, the research also aims to discuss policies aimed at solving students’ housing problems.
