Abstract: Great cities are born and emerge from great infrastructures. Neuman & Smith, 2010 Cities, which are production and consumption areas, have emerged with the transition of human beings to collective and settled life by leaving individual and nomadic life. Cities that developed slowly before the industrial revolution caused many spatial and economic problems due to rapid population growth with industrialization after the industrial revolution. In order to solve spatial problems, importance has been given to urban planning and urban infrastructure activities. While urban planning shapes the image of cities, it is considered one of the most important elements that ensure the realization of sustainable urban development because of the opportunities it provides with urban infrastructure services. The relationship between urban infrastructure and urban planning in the formation and development of cities works in both directions. While infrastructure is needed to sustain urban growth, the social, economic, and political functions of cities lead to the formation of technical infrastructure services. Therefore, urban technical infrastructure services consist of facilities connected to all infrastructure services necessary for a spatially and socially healthy and livable urban environment after a settlement is resettled. Technical infrastructure services, which have diversified in terms of quality and quantity in line with the conditions of the period, have become one of the key words of urban life quality and sustainability from the past to the present. The discipline of urban planning tries to direct the development of cities with zoning plans by making predictions for the future in line with the conditions and requirements of the day. With zoning plans, healthy and modern cities are created by taking unhealthy, irregular, and distorted constructions under discipline. Planned urbanization is important for preventing social, economic, physical, and infrastructure problems. However, due to the lack of mathematical certainty in the plans made, changes in the conditions or the failure of the decisions taken for the future cause the plan to be changed in the planned areas. With the plan modifications, it also causes a change in the supply-demand balance depending on the physical and spatial changes and transformations in the cities. In particular, it causes the technical infrastructure services prepared and implemented with reference to city plans to be inadequate or dysfunctional. In this context, it causes the urban planning process to be adversely affected, the inability to use resources effectively and efficiently, and the loss of work, time, and money. Therefore, it causes the urban services and the services that create the conditions for the existence of the city and its citizens to be inadequate. In addition, this situation brings many spatial, social, and physical problems to cities. This study is about evaluating the impact of plan modifications on urban infrastructure systems. In this study, by considering the relationship between urban infrastructure services (which is considered an engineering field) and urban planning, It is aimed to evaluate the impact of plan modifications on urban infrastructure systems. Throughout the study, the relationship of urban infrastructure systems with the discipline of urban planning from the past to the present is examined. In the first stage of the study, the PROCEEDINGS BOOK 242 EURASIA INTERNATIONAL SCIENTIFIC RESEARCH AND INNOVATION CONGRESS relationship between urban planning and urban infrastructure systems from the past to the present has been examined, and how it has been shaped over time has been revealed. In the second stage, the position of urban infrastructure in the urban planning hierarchy was examined. Finally, the effects of plan changes on urban infrastructure systems were examined. The study is based on a comprehensive source research method based on published master's and doctoral theses, articles, books, symposia, journals, and electronic sources. In addition, it is based on the method of examining the published laws and related regulations in the Turkish Republic Legislation Information System, which is related to the subject of the study.
