Kentsel Dönüşümde Örnek Proje Deneyimleri ve Çıkarımlar

Abstract

Kentlerde özellikle eski-köhnemiş ya da âtıl kalmış mekânlar kentliler, kent yöneticileri ve tasarımcılar için yaşam alanlarının oluşturulması ve geliştirilmesinde sürekli ilgi odağı olmaktadır. Kentin yıpranan veya fonksiyonunu kaybetmiş alanlarında, o bölgenin sorunlarına çözüm bulma arayışları kapsamında kullanılan çeşitli müdahale yöntemleri kentsel dönüşüm adı altında toplanabilmektedir. Kentsel dönüşüm projelerinden beklenen kent için problem teşkil eden alanlarda iyileştirici ve hem proje alanında hem de diğer alanlarda değişimi yönlendirmede öncü rol oynamasıdır. Dönüşüm kavramının gündeme geldiği zamandan bugüne kadarki süreçte farklı nitelikteki sorunların çözümüne yönelik, alana ve kente özgü çeşitli yöntemler kullanılarak birçok kentsel dönüşüm projesi gerçekleştirilmiştir. Bu makalenin amacı, kentsel dönüşüm projelerinin uygulanmasına yönelik farklı örnekleri değerlendirerek yeni üretilecek projeler için daha sağlıklı adımlar atılması sürecine katkı konulmasıdır. Makalenin temel materyalleri ulusal, uluslararası kaynak taramaları çerçevesinde elde edilen haritalar, planlar, raporlar, yazılı kaynaklar ve fotoğraflardır. Araştırma kapsamında bu materyallerden faydalanarak, Xintiandi Bölgesi (Çin), Kings Dock (İngiltere), Ruhr-Gebiet (Almanya) ve Johannesburg Inner City (Güney Afrika) kentsel dönüşüm deneyimleri mevcut durum, başlangıç, planlama, finansman ve uygulama olmak üzere beş başlık altında karşılaştırmalı olarak değerlendirilmiştir. Sonuçta, proje hedeflerinin ortak birçok özelliklerinin olduğu fakat genel itibariyle bakıldığında projelerin ve etkilerinin birbirlerinden büyük oranda farklılık gösterdiği görülmüştür. Her projenin kendine has özellikleri olduğu ve yeni gerçekleştirilecek projelerde daha önce uygulanıp başarıya ulaşan yöntemlerin uygulanabilirliği hususunda derinlemesine araştırmalar yapılması gerektiği vurgulanmıştır.

In urban areas, especially damaged or brownfield areas are the focus of interest in the creation and development of living spaces for urban communities, city managers and designers. In areas where the city has worn out or lost its function, various intervention methods used in the search for solutions to the problems of the region can be gathered under the name of urban regeneration. What is expected from urban regeneration projects is the improvement of the problem areas for the city and play a leading role in the direction of change in both the project area and other areas. Many urban regeneration projects have been realized by using various methods specific to the field and the city in order to solve different kinds of problems in the process from the time the concept of regeneration has come up. The aim of this article is to contribute to the process of taking more successful steps for the projects to be produced by evaluating different examples for the implementation of urban regeneration. Within the scope of the research, the regeneration experiences of China, England, Germany and South Africa by taking advantage of these materials are under five headings: situation, scope, planning, financing and implementation. As a result, it is seen that the project objectives have many common features but in general terms, the projects and their effects differ greatly from each other. It was emphasized that each project should have in-depth research on the applicability of the methods that have been applied in the new projects and that have been applied in the new projects.
