Adliye Binaları Tasarımı ve Konya Adliye Binası Mekânsal Analizi

Abstract

Adalet, insanoğlunun var olduğu günden beri huzurlu ve güvenli bir hayat sürmesini sağlayan yapı taşlarından biridir. Farklı dönemlerde çağın gereklerine göre oluşturulan sistemlerle sağlanmaya çalışılan adalet kavramının mekânsal gereksinimleri de her dönem adalet ve hukukun kendisi gibi değişime ve gelişime uğramıştır. Fransız devriminden sonra adaletin yerine getirilmeye çalışıldığı mekânlar olan adliyelerin özerk bir yapı grubu haline gelmeye başlamasıyla adliye binaları ayrı bir önem kazanmıştır. Literatürde fazla çalışılmamış karmaşık fonksiyonlu bina grubuna dahil olması sebebiyle çalışma alanı olarak seçilen adliye binalarıyla ilgili kavramsal alt yapı, adliyelerde kullanılan mekânlar, kullanıcılar, adliye yapıları tasarım standartları ve bu doğrultuda oluşturulan tasarım kriterleri, adliye binası örnekleri ve mekânsal analizleri çalışma kapsamında ele alınmıştır. Tez çalışmasında örneklem alan olarak seçilen Konya Adliye'sinin belirlenen tasarım kriterlerine göre incelenerek ve adliye yapıları tasarım kriterlerine uyup uymadığı noktasında tespitler yapılmıştır. Ayrıca çalışma sonucunda yapılan gözlemler, kullanıcı görüşmeleri, plan okumalarına dayalı olarak yeni yapılacak adliye binaları tasarımına dair literatürde olmayan öneriler tespit edilmiştir.

Justice is one of the building blocks that provides a peaceful and safe life since the day human beings existed. The spatial needs of the concept of justice, which are tried to be provided with systems created according to the requirements of the era in different periods, have also changed and developed like justice and law itself. The courthouses became more important as the courthouses, which were the places where justice was tried to be fulfilled after the French Revolution, became an autonomous building group. In the literature, the conceptual infrastructure related to the courthouses selected as the study area due to the fact that it is included in the complex function building group that has not been studied much, the design standards and the design criteria, courthouse examples and spatial analysis of the courthouse buildings, the courthouse building examples and spatial analyzes were discussed. In the thesis study, Konya Courthouse, which has been chosen as a sample area, has been examined according to the design criteria determined and determinations have been made at the point of whether the courthouse structures meet the design criteria. In addition, suggestions that are not in the literature regarding the design of new courthouse buildings based on observations, user interviews and plan readings were determined.
