Sürdürülebilir kentler için ÇKKV yöntemlerinde güncel yaklaşımlarla kentsel müdahale alanlarının belirlenmesi

Abstract

Bu çalışma, kentsel alanlarda müdahale gereksinimlerinin ve müdahale türlerinin sistematik, nesnel ve mekânsal temelli bir yaklaşımla belirlenmesini amaçlamaktadır. Çalışmanın ilk aşamasında çalışma bölgesi belirlenmiş, ardından kentsel yapının çok boyutlu niteliği dikkate alınarak demografik, konumsal ve yapısal kriterler tanımlanmıştır. Belirlenen kriterlere ilişkin veriler ilgili kurum ve kaynaklardan temin edilerek Coğrafi Bilgi Sistemleri (CBS) ortamına aktarılmıştır. ArcGIS pro yazılım programı kullanılmıştır. CBS tabanlı analiz sürecinde network (service area) analizi, ters mesafe ağırlıklı enterpolasyon (IDW), çoklu halka tampon (multiple ring buffer), alan içi özetleme (summarize within) ve alan hesaplama (tabulate area) gibi mekânsal analiz yöntemleri uygulanmıştır. Elde edilen mekânsal veriler, farklı ölçek ve birimlerdeki değişkenlerin karşılaştırılabilirliğini sağlamak amacıyla min–max normalizasyonu yöntemiyle standartlaştırılmış ve ağırlıklı ortalama yaklaşımıyla değerlendirilmiştir. Çok Kriterli Karar Verme (ÇKKV) yöntemleri kapsamında, kriter gruplarının göreli önem düzeyleri Analitik Hiyerarşi Süreci (AHP) yöntemi ile belirlenmiştir. Ana kriter grupları için ayrı ayrı çift karşılaştırma matrisleri oluşturularak ağırlıklandırma işlemi gerçekleştirilmiştir. AHP ile elde edilen ağırlıklar kullanılarak, mahalle ölçeğindeki alternatifler MOORA yöntemi ile değerlendirilmiş ve müdahale öncelikleri sıralanmıştır. Çalışmanın son aşamasında, elde edilen sonuçlar sonuç haritaları aracılığıyla görselleştirilmiş ve kentsel alanlar; sosyal ve barınma odaklı müdahaleler, kentsel donatı erişimi ve çevresel risk odaklı müdahaleler ile fiziksel iyileştirme ve yapılaşma yoğunluğu odaklı müdahaleler olmak üzere farklı müdahale türleri kapsamında sınıflandırılmıştır. Çalışma sonuçları, CBS ve ÇKKV yöntemlerinin birlikte kullanımının, kentsel müdahale alanlarının belirlenmesinde etkili bir karar destek mekanizması sunduğunu ortaya koymaktadır.
This study aims to systematically, objectively, and spatially identify intervention needs and intervention types in urban areas through a spatially based approach. In the first stage of the study, the study area was defined, and then demographic, locational, and structural criteria were identified by considering the multidimensional nature of the urban structure. Data related to the selected criteria were obtained from relevant institutions and sources and transferred into a Geographic Information Systems (GIS) environment. The ArcGIS Pro software was used in the analyses. Within the GIS-based analysis process, spatial analysis methods such as network (service area) analysis, inverse distance weighted (IDW) interpolation, multiple ring buffer analysis, summarize within, and tabulate area were applied. The resulting spatial data were standardized using the min–max normalization method to ensure the comparability of variables measured at different scales and units, and subsequently evaluated using a weighted average approach. Within the scope of Multi-Criteria Decision Making (MCDM) methods, the relative importance levels of the criterion groups were determined using the Analytic Hierarchy Process (AHP). Separate pairwise comparison matrices were constructed for each main criterion group, and the weighting process was carried out accordingly. Using the weights obtained from the AHP, neighborhood-scale alternatives were evaluated through the MOORA method, and intervention priorities were ranked. In the final stage of the study, the results were visualized through outcome maps, and urban areas were classified into different intervention types, including social and housing-oriented interventions, interventions related to access to urban amenities and environmental risks, and interventions concerning physical improvement, building density, and land-use patterns. The results demonstrate that the integrated use of GIS and MCDM methods provides an effective decision-support mechanism for identifying urban intervention areas.
