TÜRKİYE’DE VE DÜNYADA ÇEVRE KORUMA HARCAMALARININ MUKAYESELİ DEĞERLENDİRMESİ

Abstract

Çevre koruma harcamaları; su ve atık su hizmetleri ile atık hizmetleri başta olmak üzere çevresel hizmetler için yapılan cari ve yatırım harcamalarını kapsamaktadır. Bu çalışmada, 2008-2015 yılları arasında Türkiye’nin kamu ve özel sektördeki çevre koruma harcamaları analiz edilmiştir. Bu harcamaların toplam bugünkü değeri2018 yılı esas alındığında~200 milyar TL’dir. Harcamaların %67’sini cari, %33’ünü ise yatırım harcamaları oluşturmaktadır. Çevre koruma harcamalarının büyük bir kısmı (~%80) kamu sektörü tarafından gerçekleştirilmektedir.2008-2015 yılları arasında Türkiye’deki çevre koruma harcamalarının gayri safi yurtiçi hasıla (GSYİH) içerisindeki oranı sırasıyla kamu sektörü için %0,99, %1,06, %0,93, %0,88, %0,92, %0,88 ve %1,00; Özel sektör için ise %0,10, %0,18, %0,18, %0,29, %0,31, %0,31, %0,31 ve %0,33’tür. Avrupa Birliği (AB) ülkelerinde kamu ve özel sektör için bu oranların ortalamaları2014 yılı için sırasıyla %0,8ve %1,28 seviyelerinde iken, Ekonomik Kalkınma ve İşbirliği Örgütü (The Organization for Economic Co-operation and Development-OECD) ülkelerinde kamu sektörü için ~%0,77’dir. 2014 yılında Türkiye’de toplam çevre koruma harcamaları için GSYİH’den ayrılan pay kamu sektörü için AB ve OECD ülkelerine göre daha yüksek olup, özel sektör için ise AB ülkelerine göre oldukça düşük seviyelerde kalmaktadır. Türkiye’deki mevcut çevresel hizmetlerin özellikle kırsal kesimlerde yetersiz olduğu görülmekte, kamu sektöründe yapılacak çevre koruma harcamalarının bu bölgeler üzerine yoğunlaşması gerektiği sonucuna varılmaktadır.

Environmental protection expenditures involve current and investment expenditures for environmental services including particularly water, waste water, waste services. In this study, these expenditures of public and private sectors were analyzed between 2008 and 2015 in Turkey. Total present value of these expenditures for 2018 is found to be ~200 billion TL. 67% of that amount belongs to current expenditures, while 33% of it is composed of investment expenditures. Biggest fraction of that expenditures (~80%) belongs to public sector. Share of environmental protection expenditures of public sector in gross domestic product (GDP) between 2008 and 2015 in Turkey is 0.99%, 1.06%, 0.93%, 0.88%, 0.88%, 0.92%, 0.88% and 1.00%, while that of private sector is 0.10%, 0.18%, 0.18%, 0.29%, 0.31%, 0.31%, 0.31% and 0.33%, respectively. For 2014, average value of share for public and private sectors in European Union (EU) is 0.8% and 1.28%, respectively, while that for public sector in Organization for Economic Co-operation and Development (OECD) is ~0.77%. Based on the data for 2014, Turkey has lower share of environmental protection expenditures on GDP for private sector in comparison to EU, while this value in Turkey for public sector is higher in comparison to EU and OECD. It is concluded that existing environmental protection expenditures for especially rural areas is inadequate in Turkey and thus, special attention should be given to environmental protection expenditures of public sector for these areas.
