Stratejik Kırsal Kalkınma Modeli: Ankara-güdül Örneği

Abstract

Kırsal kalkınma, tek bir eksen olarak tarımsal üretim odağında olmak yerine sosyo-ekonomik yapının geliştiği, tarım dışında ekonomik çeşitliliğin sağlandığı, örgütlenme ve katılım mekanizmalarının yönetişim temelli ilerlediği çok eksenli bir yapıyı kapsamaktadır. Birbirinden ayrı düşünülemeyen bu eksenlerin uygulanabilir ve tutarlı olması kırsal kalkınma çalışmalarının bütüncül bir yapıda ele alınmasını da zorunlu kılmaktadır. Sürecin kritik noktalarını ortaya çıkarmak, farklı paydaşların önemsediği eksenler çerçevesinde kırsal kalkınma stratejilerini oluşturmak, şeffaf ve adil katılım mekanizmalarını güçlendirmek amacıyla Güdül stratejik kırsal kalkınma modelinin belirlenmesine yönelik fiziksel, sosyal, ekonomik ve yönetsel SWOT analizleri, Analitik Hiyerarşi Süreci bütünleşik yöntemi ve TOWS matrisinden faydalanılmıştır. Fiziksel, sosyal, ekonomik ve yönetsel yapıya yönelik dört eksende oluşturulan ve nitel kapsamlı olan SWOT analizleri, Analitik Hiyerarşi Süreci yöntemiyle sayısallaştırılarak üç paydaş grubunun (yerli halk, uzmanlar ve yerel yönetimler) algısı çerçevesinde önem derecelerine göre değerlendirmeye alınmıştır. Bu sayede kırsal kalkınmada önemli faktörlerin etki dereceleri belirlenmiştir. Sonuçta, Güdül'ün kırsal kalkınma sürecinde sayısallaştırılmış yöntemlerin strateji ve politika belirlenmesine yönelik karar verme süreçlerinde ki üstünlüğü ortaya koyulmuştur. İlçenin gereksinimlerine ve kırsalı yaşayan yerli halkın beklentilerine yönelik fiziksel, sosyal, ekonomik ve yönetsel açıdan kırsal kalkınmayı destekleyici çeşitli stratejiler belirlenmiştir. Belirlenen stratejilerin eyleme dönük olmasına yönelik sorumlu kuruluşların tespiti yapılmıştır.

Rural development, covers a multi axis structure which socio-economic structure develops, which economical diversity provided other than agriculture, which organization and participation mechanisms based on governance, instead of being in focus of agricultural production as a single axis. Applicability and consistency of theese axes which are inseperable necessiates rural development studies to be tackled in a holistic structure. Physical, social, economical and administrative SWOT analyzes, Analytical Hierarchy Process integrated method and TOWS matrix were used to identify critical points of the process, to form rural development strategies within the axes that different stakeholders care about, to strengthen the transparent and fair participation mechanisms. The SWOT analyzes, which were formed on four axes for physical, social, economical and admininstrative structure and were qualitatively comprehensive, were quantified with the Analytical Hierarchy Process method and evaluated according to their significance levels within the perception of three stakeholder groups (local people, experts and local governments). Thus, degree of influance of important factors on rural development were determined. As a result superiority of digitized methods on decision-making processes for strategy and policy determination in Güdül's rural development progress is revealed. Various strategies that support rural development in terms of physical, social, economic and administrative aspects have been determined for the needs of the district and the expectations of indigenous people living in rural areas. Responsible institutions were identified to ensure that the identified strategies are action-oriented.
