    Impact of Land Consolidation on Agricultural Decarbonization: Estimation of Changes in Carbon Dioxide Emissions Due To Farm Transport

    Areas used for agriculture are a large source of carbon emissions, but there is great potential for reducing them. Land consolidation, through the comprehensive reorganization of the spatial arrangement of farms, can reduce emissions as a result of reducing fuel consumption. The subjects of this study are the veracity of this statement and the scope of var- iation in the potential reduction of carbon emissions. The analysis covered six land consolidation projects in Poland and Turkey, for several agricultural models that differ in the level of fuel consumption.Changes in agricultural road layout resulting from the implementation of land consolidation projects and changes in the number of farm plots and their spatial distribution were considered. The study considered several different levels and structures of fuel consumption on farms. The applied methodology is based on analysis of changes in distance to fields resulting from land consolidation projects, which are then expressed as changes in fuel consumption.The obtained emission reduction results for the studied land consolidation projects were diverse and range from 0.3 to 170 kg CO2/ha/year. The reduction in fuel consumption on farms at the level of individual villages reached a maxi- mum of 32 %, while the average value of this reduction in the entire surveyed set was 12.5 %. The proposed approach increases the accuracy of existing methods for estimating the long-term balance of carbon emissions and carbon accumulation related to the implementation of land consolidation projects. The observed emis- sion reduction values can be considered a significant economic and ecological effect because the effects of these pro- jects persist for at least several decades.

    Arazi Toplulaştırma Projelerinde Parsel Şekil Değişiminin Nicel Değerlendirmesi: Konya İli Çumra İlçesi Abditolu Mahallesi Örneği

    Land consolidation (LC) are projects that combine scattered and fragmented parcels, improving parcel shapes, and enabling the development of irrigation, drainage and road services for landowners. Improving existing parcel shapes is one of the most important benefits of Land Consolidation projects. There are many indexes that determine the parcel shape change before and after land consolidation. These are Shape Index (SI), Fractal Size Index (FD), Area Shape Factor (AFF), Shape Factor (FORM), Area Perimeter Ratio (APR), Square Pixel Scale (SqP) and Compactness Index (Icmp). These indexes are used in the literature to quantitatively measure the suitability of parcel shapes for modern agriculture. In this study, parcel shape changes pre-consolidation and post-consolidation have investigated by using the data of Abditolu land consolidation project in Çumra district of Konya. Therefore, SI, FD, AFF, FORM, APR, SqP and Icmp, which are among the shape index indicators, have used. As a result of the study; FD, SI, AFF, FORM, SqP, APR and Icmp average values before LC are 1.3579, 1.8486, 0.0424, 0.5334,-0.7819, 6.5530 and 0.5334, respectively; after the LC, it has calculated as 1.3084, 1.3912, 0.0465, 0.5848,-0.8478, 4.9320 and 0.5848. According to the results, there has a general improvement in parcel shapes before and after the LC. FD, SI, FORM, Icmp indexes better reflected parcel shape change before and after LC. © 2021, Gumushane University. All rights reserved.

    Havaalanı Yer Seçiminde Coğrafi Bilgi Sistemleri (cbs) ve Analitik Hiyerarşi Süreci (ahp) Kullanımı

    Günümüzde hızla artan nüfusun hızlı, ekonomik, güvenilir ulaşım taleplerini karşılamak gün geçtikçe güç hale gelmiştir. Karayolu ulaşımına ek olarak, demir yolu ve havayolu ulaşımı da bu talebi karşılamak için gelişme göstermiştir. Gün geçtikçe yaygınlaşmakta olan havayolu ulaşımı; insanların daha hızlı, ekonomik, güvenilir şekilde seyahat edebilmelerini sağlamaktadır. Havalimanı yapılmak istenen yerin belirlenmesi aşaması oldukça karmaşık bir problemdir. Analitik Hiyerarşi Prosesi (AHP) bu problemlerin çözümünde kullanılan bir karar verme yöntemidir. Bu çalışmanın amacı, Bayburt ve Gümüşhane illerinde havalimanı yapılabilecek en uygun alanların Coğrafi Bilgi Sistemi (CBS) ve Çok Kriterli Karar Verme (ÇKKV) yöntemlerinden en çok kullanılan ‘Analitik Hiyerarşi Prosesi’ kullanılarak belirlenmesidir.

    Cbs ve Ahp Yöntemi Yardımıyla Niğde Kenti Örneğinde Taşınmaz Değerleme

    Taşınmaz değerlemesi tarafsız ve objektif bir şekilde, taşınmazın nitelik, çevre ve kullanım koşulları gibi etmenlerin değerlendirilmesi yoluyla söz konusu taşınmaza ait değerinin belirlenmesidir. Güvenilir bir taşınmazın değer tahmini arazi özelliklerinin tarafsız bir şekilde birlikte analizi ile mümkündür. Günümüzde halen taşınmaz değerlemesi ideal sistem olarak kurulamamıştır. Bundan dolayı da taşınmaz değerlerinde tutarsızlıklar meydana gelmekte ve taşınmaza değer biçebilmek için kullanılan kriterlerin etkili bir şekilde araştırılması gerekmektedir. Bu çalışmada taşınmaz mal olan yapıların değerlemesi için literatür araştırması sonrasında 5 ana kriter ve bu kriterlerle ilişkili 38 alt kriter belirlenmiştir. Niğde kentinin gelişme bölgesinde seçilen 30 dairenin taşınmaz değeri bu kriterlere göre yapı ve yapının konumsal özellikleri açısından değerlendirilmiş ve piyasa değerleriyle karşılaştırılmıştır. Yapıların değerlemesinde bu kriterlerin önem sıralamasını belirlemek için Çok Ölçütlü Karar Verme (ÇKKV) yöntemlerinden en yaygın kullanımı olan Analitik Hiyerarşi Prosesi (AHP) kullanılmıştır. Kriterlerin karşılaştırılması uzman görüşlerine göre yapılmış ve bu kriterlerin önem dereceleri ve istatistiksel olarak anlam düzeyleri hesaplanmıştır. Yapıların konumsal özelliklerin belirlenmesinde CBS yardımıyla yapılan analizlerden yararlanılmıştır. Sonuçta, seçilen 30 dairenin AHP ve CBS yöntemi kullanılarak yapılan puanlama yardımıyla taşınmaz değeri belirlenmiş ve bulunan bu değerler taşınmazların piyasa değerleri ile karşılaştırılmıştır. AHP ve CBS yardımıyla belirlenen taşınmaz değerlerinin piyasa değerleri ile uyumlu olduğu tespit edilmiştir.

    Differences in the Effectiveness of Land Consolidation Projects in Various Countries and Their Causes: Examples of Poland and Turkey

    Land fragmentation is a primary cause of low agricultural profitability in many regions of the world. Adverse fragmentation parameters can be improved with land consolidation projects. Such projects are undertaken in areas characterised by different initial parameters of land fragmentation, types of agriculture, sociocultural conditions, and legislation that provides the framework for their formal and procedural implementation. All these aspects should affect not only the effectiveness of the projects but also how they are evaluated depending on the local circumstances. The paper presents results of the assessment of identified differences in land consolidation project effectiveness in the context of legal and sociocultural conditions. The research involved eight land consolidation projects carried out in Poland and Turkey. The countries have similar structures of agriculture and are conducting ongoing, long-term land consolidation schemes. The results are indicative of the necessity to differentiate assessment criteria depending on the location of a project and its primary goal. The application of popular land fragmentation indices could, in particular, lead to incorrect assessment of whether a project was successful when it was not intended to result in a significant increase in parcel area and reduction of the number of parcels. The research shows that it is possible to compare the effectiveness of projects from different countries provided that the process takes into consideration differences in local conditions affecting the development of agriculture and legislation.

    Use of the Migrating Birds Optimization (mbo) Algorithm in Solving Land Distribution Problem

    Land distribution is an important process in Land Consolidation (LC) projects where agricultural parcels are reallocated to predetermined blocks. Land distribution is a process that takes a long time, requires high operating costs, and conflicts between landowners occur frequently. The parcels are tried to be placed in the best and most appropriate place of the existing blocks by considering many parameters in the distribution stage. Therefore, the placement of new parcels in blocks is seen as an optimization process. In LC projects, this process is carried out manually by technical staff using a software and thus it becomes a process that takes weeks and even months. Various methods have been developed to solve this important stage of the LC projects. It is required to find the best solution, since this issue is an optimization problem. This study aims to develop a new land distribution method. For this purpose, land distribution were carried out by use Migrating Birds Optimization (MBO) Algorithm. Used land distribution method in practice and the results of the new developed method were compared and thus the usability of the method that developed by us was tested. With this study, it has developed a new and successful distribution method according to the preference of land owners.

    Land Use Suitability Model for Grapevine (vitis Vinifera L.) Cultivation Using the Best Worst Method: a Case Study From Ankara/Türkiye

    The product of grapes with the highest added value is wine. Wine grapes play an important role in the evaluation of barren lands, where no other plants generally grow. Viticulture in Turkiye is generally conducted on small areas of agricultural land. In order to develop viticulture, it is important to determine suitable areas. This study presents a model for assessing land suitability for cultivation of grapevines (Vitis vinifera L.) in the Ankara region (Turkiye). The aim is to provide a spatial decision support system based on geographic information system multi-criteria assessment, taking into account the perspectives of expert agricultural engineers and local product growers. In this study, 11 criteria were evaluated to determine the most suitable locations for grapevine cultivation. The best worst method was used to calculate the weights of the determined evaluation criteria. When the spatial distribution of the areas suitable for grapevine cultivation was examined from the resulting map produced, it was seen that 1879.29 km(2) (7%) of highly suitability areas, 5062.03 km(2) (20%) of medium suitability areas, 4706.20 km(2) (18%) of low suitability areas, and 8355.36 km(2) (33%) of unsuitable areas were detected. According to the results obtained, the southern parts of the study area are more suitable for grapevine cultivation. This study will be an important and useful regional guide for agricultural land use planning and the cultivation of grapevines.

    Coğrafi Bilgi Sistemi Yardımıyla Niğde Kentinde Katı Atık Depolama Alanı Yer Seçiminin İncelenmesi

    Günümüzde artan nüfus ve tüketim hızı katı atıkların daha ekonomik, çevreye duyarlı ve kontrollü olarak kentsel alandan uzaklaştırılması ihtiyacını ortaya çıkarmıştır. Kentsel alanın artan nüfus ile birlikte giderek büyümesi ve kırsal alanın doğal yapısının hayatın devamlılığı için korunması gerekliliği katı atıkların depolanması için uygun yer seçimini oldukça önemli bir süreç haline getirmiştir. Kentsel alanlarda; artan nüfus yoğunluğu ve katı atık üretim hızı, arazi kullanım çeşitliliği, çevresel ve iklimsel değişimler ve katı atık depolama sahalarına ilişkin kentsel paydaşların (uygulayıcı, yönetici ve yaşayan paydaşlar) beklentileri katı atık depolama sahalarının yer seçimini karmaşık bir süreç haline getirmektedir. Katı atıklar için bu karmaşık ve çok aktörlü sürecin ekonomik, çevresel ve sosyal boyutlarıyla başarılı bir şekilde yönetilerek kentsel ve kırsal yaşamın korunarak geliştirilebilmesi bir sistemi gerektirmektedir. Coğrafi Bilgi Sistemi (CBS) ve uygulamaları grafik ve grafik olmayan veriyi depolama ve beraber kullanarak analiz etme, modelleme ve görselleştirme yetenekleri ile bu karmaşık sürecin yönetilmesinde ve izlenmesinde önemli bir araçtır. Bu çalışmada, Türkiye’nin Niğde ili kent merkezinde yer alan katı atık deponi alanının yeri CBS yardımıyla yapılan analizler (arazi kullanım, eğim, görünürlük, konumsal mesafeler) ile değerlendirilmiştir. Analizlerle katı atık deponi alanının yerinin Niğde kent merkezinin stratejik planlama sürecinde değişen arazi kullanımına uygunluğu tartışılmıştır.

    Determining the Suitability of Lands for Agricultural Use With the Best-Worst Method

    The interaction of agricultural activities with the land starts with soil in the production part and continues until the consumption stage. Sustainable agricultural land for their use, a database regarding their current potential should be created and the land prepared based on this database should be evaluated by considering the use planning. The suitability of Ankara province lands for agricultural use by making use of the Geographical Information System analysis was carried out. To determine the suitability for agricultural use; Major Soil Groups, Land Use Capability Classes, soil depth, degree of erosion, elevation, slope, aspect, precipitation, and temperature criteria were used. This was done with the Best-Worst method, which is one of the multi-criteria decision-making approaches. It was ensured that the best and worst of the nine factors were determined by the decision makers. In the last layer, because of the analyzes made for the province of Ankara, the most appropriate land use map was created based on the natural abilities and capabilities of the lands. It has been determined that the most affecting criterion is Large Soil Groups, and Ankara's Kızılcahamam, Çankaya and Mamak districts are not very suitable for agricultural use, but other districts are generally suitable for use.

    Comparison of Different Optimization Based Land Reallocation Models

    Land reallocation, which is an optimization problem in the field of engineering, is the process of reallocating parcels to pre-determined blocks according to the preferences of landowners. In practice, this is done manually and takes weeks or even months. The elongation of this process affects both the cost of the project and the project's acceptability by the landowners and thus the success of the project. Because the success of land consolidation projects is determined by the satisfaction of the landowners. For these reasons, the optimization-based land reallocation studies have been extensively carried out recently. However, these methods in the literature are not used in practice and the reallocation is still done manually. Therefore, for the first time in this study, two new reallocation models were developed to solve this problem by using Migration Birds and Simulated Annealing Algorithms and the results of these methods in a real project area were compared. Additionally, the results were compared to the conventional reallocation method (manual reallocation) to evaluate the performance of the methods developed. Both proposed methods provided a successful and practicable reallocation plan in a very short time with respect to the conventional one.
