    Determination and Modeling of Lignite Reserve Using Geostatistical Analysis and Gis

    Thrace Basin is one of the most significant coalfields due to the lignite reservoir in Turkey. A coal deposit was chosen as the study area in the Thrace coal basin, which is tertiary within Oligocene geological formation. The purpose of this study is to produce modeling of coal seams in the study area and to create spatial distribution maps for estimation of lignite coal resource characteristics using geostatistical methods with Geographic Information System (GIS) technology. Spatial continuity of the coal depth data was forecasted with an empirical variogram. The performance of six different models has been compared for ordinary kriging separately for both skewed data and transformed data according to the presence and absence of the trend. Spatial structure of the coal depth data was better explained using circular models. The nugget-sill ratio was indicated high spatial dependency with 0.002 and 0.009 for upper-lower surfaces of coal seams respectively. The estimations obtained for coal depth data were represented in a map. In the study area modeled with ordinary kriging method, it was estimated that there was a 17,516,997 m(3) coal reserve as a result of the reserve calculation made with ArcGIS 10 software.

    Kadastro Güncelleme Çalışmalarında Yaşanılan Sorunlar, Eksiklikler ve Giderilmesinde Alternatif Öneriler

    Kadastrosu tamamlanmış olan birimlerin tapulama ve kadastro çalışmaları sonucunda, değişik ölçek ve hassasiyetle farklı altlık ve sistemlerde çizgisel olarak kadastral haritalar üretilmiştir. Bu haritaların zamanla güncelliğini kaybetmesi, pafta zemin uyumunu istenilen hassasiyette sağlayamaması, vatandaş ile kamu kurum ve kuruluşlarının taşınmaz üzerindeki tasarruf ve planlanan işlerini aksatmıştır. Bu durum da ihtilafların artmasına, yatırımların gecikmesine ve mahkemelerin yıllarca meşgul edilmesine neden olmuştur. Bu kapsamda, kadastro verilerinin güncelliğini koruyabilmesi için mevzuat çerçevesinde parsellerin kesin koordinata kavuşturulması ve kadastral paftaların sayısal ortama aktarılması büyük bir önem arz etmektedir. Kadastro güncelleme çalışmalarının yapım ve kontrollerini standarda bağlamak, üzere Tapu ve Kadastro Genel Müdürlüğü tarafından 2018/13 (1792) sayılı Kadastro Güncelleme Çalışmaları Uygulama Genelgesini yayımlanmıştır. Bu genelge ile birlikte kadastroda yenileme çalışmaları içerik ve kapsam olarak genişletilmiştir. Artık orman kadastrosu, tescil harici alanların kadastrosu ve yenileme çalışmaları aynı anda yapılabilmektedir. Ayrıca cins değişikliği, intikal, mirasın taksimi, kimlik ve hisse bilgilerindeki hataların düzeltilmesi vb. işlemler de güncelleme çalışmaları ile birlikte yapılabilmektedir. Bu tarz çalışmalar yapılırken vatandaşların güncelleme çalışmalarına katılım oranının düşük olduğu, ihaleli işlerde verilen sürenin yetersiz olduğu görülmüştür. Vatandaşların güncelleme çalışmalarına katılım oranının arttırılmasına yönelik çalışmaların yapılması, ihaleli işlerde verilen sürenin uzatılması, ihale paketleri hazırlanırken pafta zemin uyumsuzluğunun yoğun olduğu kadastro birimlerinde sayısallaştırma çalışmaları yerine güncelleme çalışmalarının yapılması daha uygun olacağı görüşüne varılmıştır. Bu çalışmada TKGM'nin 2023 hedefleri, kadastro güncelleme çalışmalarında son yayımlanan genelge ile getirilen değişiklikler, kadastral hataların giderilme yöntemleri, anlatılmıştır. Denizli ilinde 2019-2021 yılları arasında son yayımlanan genelge ile yapılan kadastro güncelleme çalışmalarında yapılan işlemler ve karşılaşılan sorunlar örnek uygulamalarla anlatılmıştır. Kadastro güncelleme çalışmaları yapılırken uygulama esnasında kadastro müdürlüğünün, tapu müdürlüğünün, bölge müdürlüğünün, muhtar ve bilirkişilerin, yüklenici firmanın ve vatandaşların istek ve önerileri dikkate alınarak karşılaşılan sorunlar ve çözüm önerilerine yer verilmiştir.

    Use of the Migrating Birds Optimization (mbo) Algorithm in Solving Land Distribution Problem

    Land distribution is an important process in Land Consolidation (LC) projects where agricultural parcels are reallocated to predetermined blocks. Land distribution is a process that takes a long time, requires high operating costs, and conflicts between landowners occur frequently. The parcels are tried to be placed in the best and most appropriate place of the existing blocks by considering many parameters in the distribution stage. Therefore, the placement of new parcels in blocks is seen as an optimization process. In LC projects, this process is carried out manually by technical staff using a software and thus it becomes a process that takes weeks and even months. Various methods have been developed to solve this important stage of the LC projects. It is required to find the best solution, since this issue is an optimization problem. This study aims to develop a new land distribution method. For this purpose, land distribution were carried out by use Migrating Birds Optimization (MBO) Algorithm. Used land distribution method in practice and the results of the new developed method were compared and thus the usability of the method that developed by us was tested. With this study, it has developed a new and successful distribution method according to the preference of land owners.

    Jeoistatistik Yöntemler Kullanılarak Maden Rezervlerinin Tahmin Edilmesi ve Haritalanması

    Türkiye'de enerji talebi hem ekonomik büyüme hem de nüfus artışı ile her geçen yıl artmakta ve artan yerli kaynak talebinin karşılanması ekonomik açıdan büyük önem taşımaktadır. Türkiye'nin yerli enerji üretimini artırma stratejisi, yenilenebilir kaynakların, nükleer enerjinin ve linyit madenciliğinin geliştirilmesine yönelik planları içermektedir. Bu tez çalışmasında Maden Teknik Arama Genel Müdürlüğü tarafından 1967 – 2012 yılları arasında Kütahya ili Tavşanlı ilçesi Tunçbilek beldesi Ömerler mevkiinde açılmış 252 adet sondaj noktasından yararlanılmaktadır. Yaklaşık 544.5 ha. alana dağılmış bu veriler kullanılarak, bölgede bulunan madenin rezerv tahmini için en uygun jeoistatistiksel yöntemin belirlenmesi amaçlanmıştır. Bu amaç doğrultusunda, Ordinary, Simple ve Universal Kriging yöntemleri kullanılmıştır. Kriging yöntemlerinde kullanılan teorik variogram modelleri 11 adet variogram modeli kullanılarak elde edilmiştir. Veriler izotropik kabul edilmiştir ve trend etkisi kaldırılarak ve kaldırılmayarak sonuçlar elde edilmiştir. Veriler hem çarpık hem de logaritmik dönüşüm uygulaması ile normal dağılıma yaklaştırılarak variogram hesabında kullanılmıştır. Yukarıda bahsedilen unsurların jeoistatistik tahmin sonuçlarına nasıl etki ettiği elde edilen uygulama sonuçlarına ait istatistiki veriler ile incelenmiştir. Uygulamalar sonucunda maden rezervinin alt ve üst yüzeyi için, trend etkisinin kaldırılmış olduğu çarpık dağılıma sahip verilerin kullanıldığı ve Halo Effect variogram modelinin uygulandığı Ordinary Kriging yönteminin en iyi sonuç veren yöntem olduğu belirlenmiştir. Belirlenen yönteme göre yapılan rezerv tahmininde çalışma alanında yaklaşık 44,097,723 m3 linyit rezervinin varlığı tahmin edilmiştir.

    Land Use Suitability Model for Grapevine (vitis Vinifera L.) Cultivation Using the Best Worst Method: a Case Study From Ankara/Türkiye

    The product of grapes with the highest added value is wine. Wine grapes play an important role in the evaluation of barren lands, where no other plants generally grow. Viticulture in Turkiye is generally conducted on small areas of agricultural land. In order to develop viticulture, it is important to determine suitable areas. This study presents a model for assessing land suitability for cultivation of grapevines (Vitis vinifera L.) in the Ankara region (Turkiye). The aim is to provide a spatial decision support system based on geographic information system multi-criteria assessment, taking into account the perspectives of expert agricultural engineers and local product growers. In this study, 11 criteria were evaluated to determine the most suitable locations for grapevine cultivation. The best worst method was used to calculate the weights of the determined evaluation criteria. When the spatial distribution of the areas suitable for grapevine cultivation was examined from the resulting map produced, it was seen that 1879.29 km(2) (7%) of highly suitability areas, 5062.03 km(2) (20%) of medium suitability areas, 4706.20 km(2) (18%) of low suitability areas, and 8355.36 km(2) (33%) of unsuitable areas were detected. According to the results obtained, the southern parts of the study area are more suitable for grapevine cultivation. This study will be an important and useful regional guide for agricultural land use planning and the cultivation of grapevines.

    An Integrated Gis-Based Anp Analysis for Selecting Solar Farm Installation Locations: Case Study in Cumra Region, Turkey

    With the depletion of traditional energy sources, which are defined as fossil fuels, the importance of renewable energy sources has increased even more. Renewable energy is a sustainable energy source that can be reproduced with the use of existing resources and has almost no harm to the environment. Solar energy is one of the leading types of energy among sustainable energy sources and is an inexhaustible source of energy for humanity that can be used for generations. Selecting an appropriate site for the installation of solar power plants is an important decision that increases the efficiency of a solar farm. In order to minimize the negative environmental, economic and social effects in the solar farm location studies, all criteria affecting the study should be taken into consideration. This study presents the application of combining analytical network process, which is one of the multi-criteria evaluation methods, with GIS, in order to determine the most suitable locations for solar power plants in Cumra Region, Konya, Turkey. Six main criteria have been defined for the most suitable site selection in this area. Criteria maps were prepared using the GIS software and weight values determined from analytical network process and combined for the site suitability map. Suitability map was divided into three categories as low, moderate and high suitable by using an equidistant classification method.

    Comparison of Different Optimization Based Land Reallocation Models

    Land reallocation, which is an optimization problem in the field of engineering, is the process of reallocating parcels to pre-determined blocks according to the preferences of landowners. In practice, this is done manually and takes weeks or even months. The elongation of this process affects both the cost of the project and the project's acceptability by the landowners and thus the success of the project. Because the success of land consolidation projects is determined by the satisfaction of the landowners. For these reasons, the optimization-based land reallocation studies have been extensively carried out recently. However, these methods in the literature are not used in practice and the reallocation is still done manually. Therefore, for the first time in this study, two new reallocation models were developed to solve this problem by using Migration Birds and Simulated Annealing Algorithms and the results of these methods in a real project area were compared. Additionally, the results were compared to the conventional reallocation method (manual reallocation) to evaluate the performance of the methods developed. Both proposed methods provided a successful and practicable reallocation plan in a very short time with respect to the conventional one.

    Determination of Winter Tourism Potential Areas in Türiye Using a Gis-Based Multi-Criteria Analysis

    Tourism, one of the expeditiously growing and most important sectors, contributes to the national economy by increasing employment and foreign exchange income. As in many countries, the place of tourism in the country's economy is very important in Turkiye (formerly known as Turkey). As one of the sources that have contributed significantly to the country's economy for many years, it has played a locomotive role in its development. Turkiye is trying to increase its share of international tourism revenues with investments and incentives. Although it is a country that draws attention with its areas suitable for winter tourism, the development of winter tourism centers is very slow when some aspects are taken into account. Konya Province is one of the few religious and cultural tourism centers of Turkiye. The region has qualified winter tourism areas. Bringing these areas to tourism can be an important resource for both the provincial and national economy. This study proposes a Geographical Information System based Multi Criteria Evaluation (MCE) model using Best Worst Method (BWM) to identify the most suitable locations for winter tourism facilities in the Konya region of Turkiye. Among some suitable areas determined according to the results of the analysis, Aladag Mountain in Derbent region has been seen as the most suitable place for winter tourism investments, as it has all the features such as snow quality, transportation, and snowy day duration that should exist in a winter tourism center.

    Land Reallocation Model With Simulated Annealing Algorithm

    Land consolidation project has many stages. Land reallocation is the most considerable stage in which many factors play a role and forms the basis of this project. In this study, a new optimisation-based reallocation model has been developed to realise block reallocation by evaluating the requests of landowners. The reallocation according to the developed method also reset the block spaces automatically. The most powerful aspect of the method is that while the reallocation phase in land consolidation projects takes weeks and months, this method can be done in minutes. This method contributes to projects in terms of time and cost.

    Prioritization of Land Consolidation Projects Using the Multi-Criteria Best-Worst Method: a Case Study From Poland

    In order to balance the needs of ecology, environment, and agricultural productivity with the aim of revitalizing rural areas, every local government unit that plans to implement a land consolidation (LC) project should decide where to start these projects as a priority. Traditionally, some of these decisions are made by groups of people connected to the consolidated area, while the others are made by groups of people from government departments, all trying to make the best possible decision. However, one of the most important conditions for the successful implementation of these projects, requiring large investment costs is, determining the priority areas for LC projects and allocating the investments to the appropriate areas meticulously. This study proposed a new model for determining priority areas for LC projects. In this study, by determining a set of criteria according to the parameters taken from 75 villages (Malopolska region, Poland), a model was developed for prioritizing LC projects using the Best-Worst Method (BWM), a multi-criteria decision-making (MCDM) method. The proposed model enables the transparent identification and prioritization of villages for land consolidation by national and local authorities, effective management of resources, and equitable allocation of financial assistance.
