    Sustainable Tax System Design for Use of Mass Real Estate Appraisal in Land Management

    Sustainable land management aims at land use by protecting nature. Real estate value is one of the important parts of land management, especially at the decision stages. The value associated with a major part of domestic real estate is tax value. The purpose of this study is to develop a tax system that is easy to understand and use as well as compatible with innovations. The sustainability of mass real estate appraisal is provided with legal, physical, locational, neighborhood and economic criteria according to ordinary and extraordinary conditions. The plots reserved for housing in urban areas were selected as the real property type with updates regarding appraised value for taxation. Valuation stages were discussed separately from general to detail, and coefficients were used under the current tax law. Sustainable mass plot appraisal system was designed by providing sustainable cycle economic and extraordinary criteria. The application was carried out in Konya/Lalebahce Neighborhood and the sustainability of the system was observed. A multiple regression model was created from the samples of 2015 and the real estate value estimation was made with the data of the criteria affecting the value. With the model obtained from the economic criteria of 2005-2015, the economic valuation rate of real estate was found for the years 2016-2021. The results were compared with 10 market sample data for the years 2020-2021. The values estimated by the economic valuation rate of the real estate in 2020 approached the market values with an average of +/- 7 % standard deviation and in 2021 with a +/- 14 % standard deviation. A sustainable mass appraisal system for taxation was successfully tested and its sustainability was observed.

    Türkiye’de Taşınmazların Değerini Etkileyen Kriterlere Yaklaşım

    Taşınır ve taşınmaz bütün malların bir ekonomik değeri vardır. Taşınır malların değeri, üretim maliyeti üzerinden ne kadar edeceği hesaplanabilir iken arazi, arsa, konut gibi taşınmazların değeri karakteristik özelliklerine dayanmaktadır. Ayrıca üzerlerindeki hak, yükümlülük ve kısıtlılıklar da bu değere etki eden unsurlardandır. Taşınmazlar, ülke ekonomisinin lokomotifi konumunda olması nedeniyle projeler, sertifikalar, yatırım fonları ve ortaklıkları gibi olaylarda gündemden düşmeyen varlıklardır. Dolayısıyla taşınmaz değerleme konusu ülke ve aile ekonomisi için her daim önemi baki kalmıştır. Ülke ekonomisine katkısı açısından; vergiler, harçlar, sigorta gibi taşınmaz değeri üzerinden yapılan kesintilerde ve kira geliri ile değer artış kazancı vergilerinde tam fayda sağlanamamıştır. Taşınmaz değerlemenin önemi Mortgage Sistemi ile ortaya çıkmış ve 2008 yılı küresel ekonomik krizi ile daha belirginleşmiştir. 2018 yılında dünya çapında yaşanan ekonomik savaşlar ise ticari olup temelde taşınmazları da etkisi altına almaktadır. Bu çalışma için Yükseköğretim Kurulunun Ulusal Tez Merkezinde 1985-2017 (Nisan) yılları arasında yapılmış 227 adet taşınmaz değerleme konusu kapsamında lisansüstü tezine erişilmiştir. Tezlerin üniversite, yıl ve mesleklere göre dağılımlarının yanı sıra taşınmaz değerlemenin içerisindeki konu dağılımlarına göre incelenmiş ve grafiklerle görselleştirilmiştir. Taşınmaz (Gayrimenkul, Arazi); Değerleme, Geliştirme ve Yönetim adlarının farklı kombinasyonları ile üniversitelerin fen bilimleri enstitülerinde, tezli/tezsiz yüksek lisans programları eğitime başlamıştır. Bundan dolayı tez sayısının 2017 yılına doğru arttığı görülmüştür. Yapılan tez çalışmalarında, konu bakımından özellikle değerleme yönteminin çalışıldığı gözlenmiştir. Taşınmaz değerini etkileyen kriterler ise yeteri kadar ele alınamamıştır. Her bilim dalı kendi sahasına yakın konuları irdelemiş olup fen bilimlerinde yasal ve konum özellikleri; sosyal bilimlerde ekonomik özellikler üzerinde daha çok durulduğu tespit edilmiştir.

    Analyzing the Impact of the 2023 General Elections on Land Prices Using Machine Learning: a Case Study in Çanakkale, Turkey

    This study analyses the impact of the general elections to be held on 14 May 2023 on the real estate market in Turkey. The aim of the study is to develop a model to predict land unit prices (₺/m²) by analysing land prices, exchange rates and gold values observed before (February-March-April) and after (May-June-July) elections for Ayvacık, Bayramiç, Biga, Çan, Eceabat, Ezine, Gelibolu, Lapseki, Merkez and Yenice districts of Çanakkale province. Daily fluctuations in foreign exchange and gold values, which are the main economic parameters in the study, were recorded during the election period. The findings of this research, which predicts price movements in the property market using machine learning methods such as regression trees, reveal that unit prices of land generally tend to increase with increases in exchange rates, but in some districts where gold prices increase, the unit price shows a reverse trend. This is attributed to the fact that investors prefer gold as a safer asset in times of economic uncertainty. The results obtained can help investors and buyers to predict future trends in property prices, as well as contribute to the development of economic policies by experts to stabilise fluctuations in investment instruments.

    Taşınmaz Değerlerindeki Mekânsal ve Zamansal Farklılıkların Deprem Riski Bağlamında Analizi: GTWR Modeli Temelli Bir Çalışma

    Taşınmazların doğru ve güvenilir biçimde değerlenesi hem bireysel karar alma süreçleri hem de ülke ekonomisinin sürdürülebilirliği açısından kritik bir öneme sahiptir. Bir taşınmazın değeri; yapısal nitelikleri, konumsal özellikleri, çevresel koşulları ve ekonomik göstergeleri kapsayan çok boyutlu bir etkileşimle şekillenmektedir. Buna ek olarak, doğal afetler, salgınlar veya sosyo-politik dalgalanmalar gibi olağan dışı olaylar da taşınmaz piyasalarında ani ve belirgin kırılmalara yol açabilmektedir. Bu kapsamda çalışma, 06 Şubat 2023 tarihinde meydana gelen Kahramanmaraş merkezli depremin etkilerinin en yoğun hissedildiği alanlardan biri olan Kahramanmaraş İli Onikişubat Merkez İlçesi üzerinde gerçekleştirilmiştir. Çalışmada, deprem öncesi ve sonrası dönemleri kapsayacak şekilde 2022, 2023 ve 2025 yıllarına ait yaklaşık 2704 konutun satış verileri farklı emlak platformlarından derlenmiş, düzenlenmiş ve bütünleştirilerek anlamlı bir veri seti oluşturulmuştur. Elde edilen veriler Coğrafi Bilgi Sistemleri ortamına aktarılmış, koordinat bilgileri işlenmiş ve taşınmaz değerleri üzerinde etkili olan ulaşım, kamusal hizmetler, sosyal donatı alanları ve jeolojik risk faktörleri gibi mekânsal bağımlılığı yüksek mesafe değişkenleri hesaplanmıştır. Ayrıca parsel sorgu ve OpenStreetMap gibi açık kaynak platformlardan alınan yaklaşık 31.000 parsel verisi de çalışma alanına entegre edilerek bölgenin mekânsal yapısını yansıtan kapsamlı bir altlık oluşturulmuştur. Taşınmaz değerlerini açıklama ve tahmin etme amacıyla Çoklu Regresyon (OLS), Coğrafi Ağırlıklı Regresyon (GWR) ve Coğrafi ve Zamansal Ağırlıklı Regresyon (GTWR) yöntemleri kullanılmış; modeller karşılaştırmalı olarak değerlendirilmiştir. Elde edilen sonuçlar, mekânsal ve zamansal heterojenliğin yüksek olduğu Onikişubat ilçesinde klasik regresyonun yetersiz kaldığını, GWR modelinin mekânsal değişkenliği daha iyi yakaladığını, GTWR'nin ise hem zaman hem de mekân etkilerini bütünleştirerek en yüksek tahmin doğruluğunu sağladığını ortaya koymuştur. Model performansları; R², RMSE, MAE ve MAPE gibi ölçütler kullanılarak detaylı şekilde analiz edilmiş ve yöntemlerin güçlü ve zayıf yönleri tartışılmıştır. Bu çalışma, deprem sonrası değer değişiminin mekânsal dağılımını, risk zonları ile ilişkisini ve taşınmazın değerini belirleyen faktörlerin bölgesel farklılaşmasını ortaya koyması bakımından hem akademik literatüre katkı sağlamakta hem de yerel yönetimlerin, yatırımcıların ve planlama otoritelerinin karar alma süreçlerine önemli girdiler sunmaktadır.

    Sürdürülebilir kentler için ÇKKV yöntemlerinde güncel yaklaşımlarla kentsel müdahale alanlarının belirlenmesi

    Bu çalışma, kentsel alanlarda müdahale gereksinimlerinin ve müdahale türlerinin sistematik, nesnel ve mekânsal temelli bir yaklaşımla belirlenmesini amaçlamaktadır. Çalışmanın ilk aşamasında çalışma bölgesi belirlenmiş, ardından kentsel yapının çok boyutlu niteliği dikkate alınarak demografik, konumsal ve yapısal kriterler tanımlanmıştır. Belirlenen kriterlere ilişkin veriler ilgili kurum ve kaynaklardan temin edilerek Coğrafi Bilgi Sistemleri (CBS) ortamına aktarılmıştır. ArcGIS pro yazılım programı kullanılmıştır. CBS tabanlı analiz sürecinde network (service area) analizi, ters mesafe ağırlıklı enterpolasyon (IDW), çoklu halka tampon (multiple ring buffer), alan içi özetleme (summarize within) ve alan hesaplama (tabulate area) gibi mekânsal analiz yöntemleri uygulanmıştır. Elde edilen mekânsal veriler, farklı ölçek ve birimlerdeki değişkenlerin karşılaştırılabilirliğini sağlamak amacıyla min–max normalizasyonu yöntemiyle standartlaştırılmış ve ağırlıklı ortalama yaklaşımıyla değerlendirilmiştir. Çok Kriterli Karar Verme (ÇKKV) yöntemleri kapsamında, kriter gruplarının göreli önem düzeyleri Analitik Hiyerarşi Süreci (AHP) yöntemi ile belirlenmiştir. Ana kriter grupları için ayrı ayrı çift karşılaştırma matrisleri oluşturularak ağırlıklandırma işlemi gerçekleştirilmiştir. AHP ile elde edilen ağırlıklar kullanılarak, mahalle ölçeğindeki alternatifler MOORA yöntemi ile değerlendirilmiş ve müdahale öncelikleri sıralanmıştır. Çalışmanın son aşamasında, elde edilen sonuçlar sonuç haritaları aracılığıyla görselleştirilmiş ve kentsel alanlar; sosyal ve barınma odaklı müdahaleler, kentsel donatı erişimi ve çevresel risk odaklı müdahaleler ile fiziksel iyileştirme ve yapılaşma yoğunluğu odaklı müdahaleler olmak üzere farklı müdahale türleri kapsamında sınıflandırılmıştır. Çalışma sonuçları, CBS ve ÇKKV yöntemlerinin birlikte kullanımının, kentsel müdahale alanlarının belirlenmesinde etkili bir karar destek mekanizması sunduğunu ortaya koymaktadır.

    Determining the Suitability of Lands for Agricultural Use With the Best-Worst Method

    The interaction of agricultural activities with the land starts with soil in the production part and continues until the consumption stage. Sustainable agricultural land for their use, a database regarding their current potential should be created and the land prepared based on this database should be evaluated by considering the use planning. The suitability of Ankara province lands for agricultural use by making use of the Geographical Information System analysis was carried out. To determine the suitability for agricultural use; Major Soil Groups, Land Use Capability Classes, soil depth, degree of erosion, elevation, slope, aspect, precipitation, and temperature criteria were used. This was done with the Best-Worst method, which is one of the multi-criteria decision-making approaches. It was ensured that the best and worst of the nine factors were determined by the decision makers. In the last layer, because of the analyzes made for the province of Ankara, the most appropriate land use map was created based on the natural abilities and capabilities of the lands. It has been determined that the most affecting criterion is Large Soil Groups, and Ankara's Kızılcahamam, Çankaya and Mamak districts are not very suitable for agricultural use, but other districts are generally suitable for use.

    The Novelty Hybrid Model Development Proposal for Mass Appraisal of Real Estates in Sustainable Land Management

    In this study, a new methodology has been developed for a sustainable mass appraisal system. A mathematical model was created with the combination of the Cobb-Douglas and the linear regression model. With the Analytic Hierarchy Process (AHP) method, real estate value criteria were grouped and weighted in a hierarchical structure. The weights obtained with AHP were integrated into the coefficients regarding the criteria weights and densities in the Cobb-Douglas hybrid model. The new hybrid model was confirmed with the features and price equivalents of 435 parcels for sale from the market. Besides, the model analysis results were compared with the Multiple Regression Analysis (MRA) modelling using market prices. While creating the methodology, Geographic Information Systems (GIS) was used to organize the geographic and regional data of the region. After developing the new hybrid model, criteria groups that developed the model and relevant sub-criteria were evaluated using Pearson's correlation analysis.

    ENERJİ TALEP TAHMİNİ İÇİN METODOLOJİ GELİŞTİRME: 2030 YILI TÜRKİYE ÖRNEĞİ

    Dünya genelinde çeşitli etkenlerden dolayı her geçen gün elektrik enerjisine olan talep artmaktadır. Artan bu ihtiyacı karşılamak adına geleceğe yönelik verimlilik noktasında plan ve yatırımlara gereksinim vardır. Elektriğin üretimi, iletilmesi, dağıtılması, sistemlerin birbirleri arasındaki entegrasyonu ve üretilen bu enerjinin hangi şebeke bağlantısından tüketiciye ulaştırılması gerektiği düşünüldüğünde güvenilir talep tahminleri önem arz etmektedir. Ülkemize kritik noktalarda fayda sağlayabilmek ve talep tahmini sonucuna farklı bir bakış yaratabilmek adına çalışmada yapay sinir ağları ve çoklu regresyon analizi yöntemleri kullanılarak Türkiye’nin iller bazında 2009-2018 yıllarına ait verileriyle 2030 yılı elektrik enerjisi ihtiyaç tahminleri için senaryolar üretilmiştir. Nüfus, ortalama hane halkı büyüklüğü, eğitim durumu, Gayri Safi Yurtiçi Hâsıla, ihracat, ithalat, sanayi girdi ve elektrik enerji tüketim miktarı modellerde çıktı verisi olarak kullanılmıştır. Modeller ile Türkiye’nin 81 iline ait 2030 yıllı elektrik enerjisi talebinin tahmin performans analizlerinde ortalama %98 mutlak başarı elde edilmiş ve coğrafi bilgi sistemlerinden faydalanılarak sonuç haritaları üzerinde tartışılmıştır.

    Combined Use of Bwm-Topsis Methods in the Selection of Thermal Power Plant Installation Site in the Karapinar/Turkiye Region, at Risk of Sinkhole Formation

    With the rapidly increasing world population and the need for industrialization, energy supply has become an important global problem. A significant part of the world's energy needs is provided by fossil fuels. About half of all global coal deposits are low-quality coals, including lignite. Karapınar/Konya, also the study area, has Turkiye's second richest lignite reserve. The region's lignite reserve can be used in thermal power plants for electricity generation in terms of its nature and the amount is an important opportunity to meet the energy demand for both region and country. The region contains many sinkholes, and the potential for the formation of new sinkholes makes the site selection for thermal power plants in the region an even more strategic decision. This study aims to propose the most suitable thermal power plant site for the region by using Multi-Criteria Decision Making methods and Geographic Information Systems in an integrated way. Within the scope of the study, a total of twelve sub-criteria were taken into consideration under the main criteria of Geological, Economic and Environmental. The Best–Worst Method was applied to determine the criteria weights, and by using the weights, a suitability map for the thermal power plant installation site was produced and candidate regions were determined. TOPSIS was applied to determine the most suitable location among the candidate regions. The Candidate Region in the easternmost part of Karapinar district was chosen as the most suitable site for the thermal power plant installation. © 2023, The Author(s), under exclusive licence to Springer Nature Switzerland AG.

    Reduction of Mass Appraisal Criteria With Principal Component Analysis and Integration To Gis

    In real estate, mass appraisal is a very important subject in the valuation of two and more properties. It can be of benefit in a number of fields including taxation, banking transactions, expropriation, etc. The base problem is which criteria to use for mass appraisal. Because the number of criteria and the criteria themselves vary according to people, regions and countries, they are uncertain. They should be optimum in order to save on time, labour and cost. The aim of this study is to reduce the criteria by determining which ones affect the plot value. A survey which was answered by a total of 2,531 participants was conducted in Turkey. Principal Component Analysis (PCA), one of the criteria analysis methods, was applied to the survey data. The number of criteria was reduced to 14 with separation and to 30 according to the results of PCA. But they decreased in the model verification when criteria data for 558 samples were collected in the Konya study area. An index of the neighbourhood and locational features of these criteria was created by using GIS. Three models were established using Multiple Regression Analysis (MRA) and the performance of the models was examined. The prediction values and the market value were integrated into the GIS to compare the spatial distributions of plot values.
