Combining 3-Opt and Improved Discrete Cuckoo Search Algorithm for the Traveling Salesman Problem
    (Wiley, 2024-01-01) Sarucan, A.; Berkaya, M. F.
The traveling salesman problem (TSP) is a well-known NP-hard combinatorial optimization problem. In TSP, the objective is to find the shortest distance to the most appropriate route to the starting city. Finding an optimal solution in a reasonable time becomes difficult as the number of cities increases. In recent years, metaheuristic methods obtained optimal or near-optimal solutions in TSP in an acceptable time. This paper proposes a new hybrid metaheuristic method for solving the TSP. The proposed method is developed by combining the 3-Opt method and the improved discrete cuckoo search algorithm. The performance of the proposed method is tested on 39 different benchmark problems in the TSPLIB library. For the 39 different benchmark problems with a size of less than 150 cities, the proposed hybrid method found optimal solutions. In addition, it was observed that as the problem size increases, the results obtained are closer to the optimum compared to other methods. When compared to studies in the literature using the same problem, similar or better results were obtained. For 500 iterations, the average best solution of the proposed method differed from the average optimal solution by 0.07%. In the results of the improved discrete cuckoo search algorithm (CSA), this rate was calculated to be 0.08%. In terms of processing time, the average time of the proposed algorithm was 11.46 seconds, while the average time of the improved discrete CSA was 92.86 seconds. For 1000 iterations, the deviation of the proposed method from the average optimal solution is 0.05%, and the average processing time is 23.72 seconds. The experimental results showed that the proposed new hybrid-improved discrete CSA is effective for solving TSP.

A Fuzzy Multi-Criteria Decision Making Methodology for Job Evaluation
(Bentham, 2022-09-01) Sarucan, Ahmet; Söğüt, Aysel; Baysal, Mehmet Emin
In this study, the integrated methods Hesitant Fuzzy Analytic Hierarchy Process (HF-AHP), Fuzzy COmplex Proportional Assessment (F-COPRAS), and Fuzzy Technique for Order Performance to Ideal Solution (F-TOPSIS) were used for job evaluation studies in a food company. There has been a decline in employee performance in the company. Unfair wages and unequal workload were identified as the reasons for the failure. Therefore, it has been observed that the staff turnover rate in the company is quite high. The objective is to determine a fair wage policy that will increase employee satisfaction by stratifying with job evaluation analysis between positions. The experts of Human Resources Department determined eight competency evaluation criteria for job evaluation studies in the proposed approach. Based on their judgments on these criteria, the competencies were rated using a linguistic scale and the weighting values were calculated using the HF-AHP method. These values are inputs for the next stage. Employees were ranked using F-COPRAS and F-TOPSIS methods. This study showed that the integrated method can be an effective alternative solution approach for calculating the weighting values and ranking of competencies in job evaluation studies. It has been shown that the use of the strata created as a result of this study is a great facilitator in determining employee pay policies.

A Meta-Heuristic Approach To the Single Machine Scheduling Problem With Periodic Maintenance
(Springer Science and Business Media Deutschland GmbH, 2022) Büyüközkan, Kadir; Baysal, Mehmet Emin; Yalçın, Cahit; Sarucan, Ahmet
A major challenge facing manufacturing companies is working together on scheduling and maintenance activities. The machine shuts down for various reasons, which causes disturbances in production schedules. These problems are often overlooked in research. This study deals with the problem of the periodical maintenance of a single machine, which is subject to the constraints of the periodic availability of the machine. A new solution method is suggested for the problem with an ABC (Artificial Bee Colony) algorithm. As far as we know, this is the first study to address the issue of periodic maintenance of a single machine using the ABC algorithm. An operation-based sequence of sequential integers is adopted to solve it using the ABC algorithm. To update the array, the solution with the highest ordinal value is replaced by a non-dominant solution in each particular cycle. The efficiency of the ABC has been demonstrated by the use of sample sets. Altogether, 500 problems have been solved. For comparison purposes, the relative percentage difference for each sample was computed. The results of these calculations indicate that the proposed method is very satisfying. © 2022, The Author(s), under exclusive license to Springer Nature Switzerland AG.

(Konya Teknik Üniversitesi, 2019) Tanyer, Mustafa; Sarucan, Ahmet

A New Q-Rung Picture Fuzzy Grey Relational Analysis Method and Investigation of Its Effectiveness
(Gazi Univ, FAC Engineering Architecture, 2026) Özcan, Evrencan; Güler, Büşra; Sarucan, Ahmet
Fuzzy logic plays an important role in decision making by modelling uncertain and imprecise situations. Recent studies in decision processes focus on extended versions of fuzzy sets designed to better represent uncertainty. One of these extensions is the q-Rung Picture Fuzzy Set (q-RPFS), which provides greater flexibility for decision makers when expressing their opinions under uncertainty. Other related extensions, such as q-Rung Orthopair Fuzzy Sets (q-ROFS) and Picture Fuzzy Sets (PFS), are also powerful tools for representing fuzziness and uncertainty. Combining the advantages of these approaches, q-RPFS offers an effective structure for handling uncertain and inconsistent data. In this study, a new q-Rung Picture Fuzzy Grey Relational Analysis (q-RPFGRA) method is proposed based on the q-RPFS framework. The proposed approach aims to improve the reliability and precision of decision-making results by reducing uncertainty and information loss. The effectiveness of the q-RPFGRA method is demonstrated through a project selection example taken from the literature. To verify the validity and applicability of the proposed method, a comparative analysis with existing operators is conducted and the results are integrated using the Borda method. This study represents the first application of the q-RPFGRA method in evaluation and decision making problems under a fuzzy environment.

Distributed Fuzzy Permutation Flow Shop Scheduling Problem: a Bee Colony Algorithm
    (Springer, 2020-07-11) Baysal, M. Emin; Sarucan, A.; Büyüközkan, K.; Engin, O.; Emin Baysal, M.
The distributed permutation flow shop scheduling problem is a subclass of the permutation flow shop scheduling problem. Distributed scheduling adopts multi-factory with permutation flow shop scheduling environment. At the distributed permutation flow shop scheduling, due to the human factors, the processing times of the jobs on the machines are not known exactly. Thus, in this study, the processing time of the jobs on machines are considered as a triangular fuzzy number. Also, the due dates of the jobs are considered as trapezoidal fuzzy numbers at this research. To solve the distributed fuzzy permutation flow shop scheduling problem with multi-objective an artificial bee colony algorithm is proposed. To the best of our knowledge, this is the first study to solve the distributed fuzzy permutation flow shop scheduling with an artificial bee colony algorithm. The proposed artificial bee colony algorithm is first calibrated on the distributed permutation flow shop scheduling problem. The results showed that the proposed artificial bee colony algorithm is an efficient solution technique for solving distributed fuzzy permutation flow shop scheduling problems. © 2021, The Editor(s) (if applicable) and The Author(s), under exclusive license to Springer Nature Switzerland AG.

Evaluation of Mechanical Energy Storage Technologies in the Context of a Fuzzy Environment
(Springer Science and Business Media Deutschland GmbH, 2023) Sarucan, A.; Baysal, M.E.; Engin, O.
Clean energy sources are becoming increasingly important as traditional energy sources are rapidly depleted around the world. The energy produced must be stored to make this orientation more meaningful. One of the very different storage technologies used is mechanical energy storage. Mechanical energy makes up a large percentage of the energy storage capacity in the world. Keeping track of current mechanical energy storage technology developments is a key task for policymakers. From this point of view, it is necessary to have an evaluation of different mechanical energy storage techniques under certain criteria and in consideration of the opinions of decision makers. Therefore, a fuzzy multi-criteria decision-making model is proposed. In the case study, 3 different mechanical energy storage techniques, pumped hydro, compressed air, and flywheel energy storage alternatives were evaluated with the fuzzy grey relation analysis for common criteria, power capacity, lifetime, energy density, efficiency, response time of these alternatives. Growing use of energy storage in every aspect of life, from electric vehicles to mobile applications, from smart buildings to cities, makes these studies relevant. © 2023, The Author(s), under exclusive license to Springer Nature Switzerland AG.

Requirements-Team Assignment Model That Ensures Balanced Workload With Differences in Skills in Agile Organizations
(Springer International Publishing Ag, 2024) Yel, Ibrahim; Baysa, Mehmet Emin; Sarucan, Ahmet; Baysal, Mehmet Emin
In today's world of information technologies, agile transformations aim to evaluate small requirements and present them to customers in small deliveries in a short time. The requirement items included in the sprints are scored by the agile team and Story Points are assigned. The expectation from the agile team is that after each requirement is finalized, the other requirements within the sprint will be developed by team members with a proactive approach. At this stage, developing the right requirements by the right team and at the same time distributing the workload within the team balanced can be a serious problem that needs to be solved by people in the product owner role and people in the Scrum master role. By distributing balanced story points among team members and assigning the most appropriate requirements to them, the team's performance and customer satisfaction will increase. In this context, the determined criterion weights were defined with fuzzy AHP. Afterwards, the requirements were evaluated by five experts in the field. The evaluation criteria of the teams corresponding to the requirement criteria were used by the same experts to evaluate the teams. A balanced assignment of requirements story points to each team was made based on the differences between the final scores of the requirements and the final scores of the teams. This assignment process was tried with both (Neutrosophic Z Number Set) NZN and NZN-Area Ellipse methods and the results were compared.
