Sosyal konutların oluşumunda başarıyı etkileyen unsurlar: Konya Aydınlıkevler mahallesi örneği

Abstract

İlk çağlardan bugüne insanoğlunun temel ihtiyaçlarından biri olan barınma esasında her insanın hakkıdır. Ancak ekonomik, sosyal, kültürel vb. birçok neden insanların barınma şartlarını farklılaştırmaktadır. Ekonomik yetersizlikler ve barınma şartlarındaki adaletsizlikler sonucunda insanlar, ihtiyaç duyduğu konutlara ulaşamamaktadır. Teknolojik gelişmeler, sanayileşme ve kent merkezlerine yapılan göçler kentlerde konuta olan talebi arttırmıştır. Bununla birlikte herkese yetecek düzeyde konut üretiminin gerçekleştirilememesi konut yetersizliği problemini ortaya çıkarmıştır. Özellikle 1950'li yıllardan 1990'lı yıllara kadar dünyada hızla büyüyen bu problem beraberinde gecekondu olarak adlandırılan sağlıksız yaşam alanlarının oluşmasına neden olmuştur. Yaşanan bütün bu sorunlara çözüm olarak sosyal konutlar ortaya çıkmıştır. Kentlerdeki yaşam kalitesini artırmak ve sağlıksız şartlarda yaşayan insanlara sağlıklı yaşam alanları sunmak için devlet müdahalesi ile oluşturulan sosyal konutlar çalışmanın çıkış noktasını oluşturmaktadır. Bu çalışma sosyal konutların oluşumunda başarıyı etkileyen unsurları Konya Aydınlıkevler Mahallesi örneğinde ele almaktadır. Kentte gecekondu oluşumunu önlemek amacıyla gerçekleştirilen gecekondu önleme bölgeleri ve sosyal konutların oluşumunda etkili olan unsurlar detaylı olarak ortaya koyulmaktadır. Bu doğrultuda özellikle çalışma alanı olarak belirlenen ve kentin ilk sosyal konut örneklerini oluşturan Aydınlıkevler Mahallesi 1 Numaralı Gecekondu Önleme Bölgesi'nin oluşum süreci incelenerek aktarılmaktadır. Çalışmanın oluşturulmasında süreçte doğrudan ya da dolaylı olarak yer alan kişilerle yapılan sözlü görüşmeler, belediyeye ait faaliyet raporları ve dönemin yerel gazeteleri etkili olmuştur. Ayrıca çalışmada dünyada ve Türkiye'de başarıya ulaşmış sosyal konutların sahip olduğu ortak kriterlerden yola çıkılarak Aydınlıkevler Mahallesi sosyal konutları değerlendirilmektedir. Çalışmanın sonucuna göre, hızla gecekondulaşma sürecine giren Konya kenti çıkarılan 775 Sayılı Gecekondu Yasası ve dönemin belediye başkanının da etkisiyle planlı gelişim göstererek gecekondulaşmanın önüne geçmiştir. Kentin imar planında önerilen kuzey yönlü gelişim koridoru dikkate alınarak gecekondu önleme alanları oluşturulmuştur. Dört bölgeden oluşan bu alanlar gecekondulaşma sürecine erken müdahale edilmesini sağlayarak kentin bu süreci başarılı bir şekilde atlatmasını sağlamıştır. Ayrıca 1 Numaralı Gecekondu Önleme Bölgesi olan Aydınlıkevler Mahallesi sosyal konutları çalışma açısından değerlendirildiğinde genel olarak başarı elde etmiş sosyal konutların sahip olduğu kriterleri taşıdığı tespit edilmiştir. Özellikle bu kriterlerden alanda yaşayacak olan halkın talepleri dikkate alınarak, sosyal ve kültürel yapısına uygun planlar yapılması şartı sağlanmıştır. Sonuç olarak erken müdahale ve kullanıcı ihtiyacına yönelik hazırlanan planlar, çarpık kentleşme ve gecekondulaşmanın önüne geçerek Konya'ya gecekondusuz kent imajı kazandırıp çalışmayı başarıya ulaştırmıştır. Bu tez, sosyal konutların konut ihtiyacını karşılamadaki önemi ve kent dokusuna etkisini ele alarak, günümüzde hala varlık gösteren konut yetersizliği sorununa çözüm yolu olarak sunulmaktadır. Özellikle üretilen toplu konutların üretim aşamasında dar gelirli vatandaşların taleplerinin dikkate alınmadan birbirinin kopyası ve kimliksiz olarak ortaya çıktığı bu dönemde başarı elde etmiş sosyal konutların yol gösterici olması temenni edilmektedir. Dolayısıyla bu çalışma ve örneklem alanı olarak seçilen Aydınlıkevler Mahallesi sosyal konutları günümüze kadar gelmiş özgün dokusuyla korunmalı ve toplu konut üretim sürecinde örnek teşkil etmelidir.

Shelter, which has been one of the basic needs of human beings since ancient times, is basically the right of every human being. However, economic, social, cultural, etc. Many reasons make people's living conditions different. As a result of economic inadequacies and injustices in housing conditions, people cannot reach the housing they need. Technological developments, industrialization and migrations to urban centers have increased the demand for housing in cities. However, the inability to produce enough housing for everyone has revealed the problem of housing shortage. This problem, which grew rapidly in the world, especially from the 1950s to the 1990s, caused the formation of unhealthy living areas called slums. Social housing has emerged as a solution to all these problems. Social housing, which was created with the intervention of the state in order to increase the quality of life in cities and to offer healthy living spaces to people living in unhealthy conditions, is the starting point of the study. This study deals with the factors affecting success in the formation of social housing in the example of Konya Aydınlıkevler District. The factors that are effective in the formation of slum prevention zones and social housing, which are carried out in order to prevent the formation of slums in the city, are presented in detail. In this direction, the formation process of Aydınlıkevler Neighborhood No. 1 Slum Prevention Zone, which is determined as a study area and constitutes the first social housing examples of the city, is examined and conveyed. Oral history interviews with people directly or indirectly involved in the process, activity reports of the municipality and local newspapers of the period were influential in the creation of the study. In addition, Aydınlıkevler Neighborhood social housing is evaluated based on the common criteria of successful social housing in the world and in Turkey. According to the results of the study, the city of Konya, which entered the process of squatting rapidly, showed a planned development with the effect of the Slum Law No. 775 and the mayor of the period, and prevented squatting. Taking into account the north oriented development corridor proposed in the zoning plan of the city, slum prevention areas were created. These areas, which consist of four regions, provided early intervention in the squatting process and enabled the city to successfully overcome this process. In addition, when the social housing of Aydınlıkevler District, which is the Number 1 Slum Prevention Zone, is evaluated in terms of work, it has been determined that the social housings that have achieved success in general meet the criteria they have. In particular, taking into account the demands of the people who will live in the area from these criteria, the condition of making plans suitable for their social and cultural structure has been provided. As a result, the plans prepared for early intervention and user needs prevented unplanned urbanization and slums and gave Konya an image of a city without slums and made the work successful. This thesis is presented as a solution to the problem of housing shortage, which still exists today, by considering the importance of social housing in meeting the housing need and its impact on the urban fabric. It is hoped that the successful social housing will be a guide, especially in this period when the mass housing produced are copies of each other and without identity, without taking into account the demands of low-income citizens. Therefore, Aydınlıkevler District social housing, which is preferred as this study and sampling area, should be preserved with its original texture that has survived to the present day and should set an example in the mass housing production process.
