Türkiye için ulusal coğrafi metaveri profili

Abstract

Günümüzde hızla artan coğrafi veri üretimi, son kullanıcılar için; aradıkları veriyi bulma, bulunan verilerden ihtiyacı en iyi karşılayacak olanı tespit etme, veriye erişme ve eriştikten sonra doğru şekilde kullanabilme gibi bir takım sorunları beraberinde getirmiştir. Bu ihtiyaçları karşılayabilmenin yolu ise öncelikle, yapılan çalışma ve üretimleri açıklayan metaverilerin ilgili standartlara uygun şekilde toplanması ve sonrasında paylaşılmasından geçmektedir. Bu çalışmanın amacı, ülkemizde yürütülen coğrafi bilgi sistemi faaliyetlerinde üretilen veri ve servisleri tanımlamak üzere metaveri oluşturma ve paylaşma işlemleri için, uluslararası standartlarla uyumlu bir çözüm sağlamaktır. Bu amacı yerine getirmek için, ilgili ISO standartlarına uygun bir profil geliştirilmiştir. Profil içerisinde; doğru, tam, uygun ve birbirleri ile tutarlı metaveri kayıtları oluşturulabilmesi için detaylı açıklama ve tavsiyelere de yer verilmiştir. Kavramsal olarak UML modeller ve veri sözlüğü ile birlikte ortaya konulan profil, geliştirilen bir web tabanlı metaveri editör uygulamasıyla pratikte de hayata geçirilmiştir. Çalışmada, metaveri için uluslararası alanda kabul edilmiş ve yaygın kullanımı olan ISO 19115-1 metaveri standardı esas alınmıştır. Kavramsal model olarak esas alınan bu standardın gerçekleştirimi için ISO/TS 19115-3 XML Şema Uygulaması standardı kullanılmıştır. Profil hazırlanırken, her iki standardın bir önceki versiyonları olan ISO 19115 ve ISO/TS 19139 standartları da dikkate alınmıştır. Dolayısıyla, hem eski hem de yeni nesil ISO standartları ile uyumlu metaveri oluşturulması ve paylaşılması sağlanmıştır. Çalışma kapsamında mevcut uluslararası, bölgesel, ulusal ve organizasyonel metaveri profillerinden 11 tanesi incelenmiştir. Kişisel tecrübe ve incelenen profillerden elde edilen bilgilerin ışığında ülkemiz ihtiyaçları değerlendirilmiş ve seçim ve özelleştirmeler yapılarak Türkiye'de kullanılmak üzere genel amaçlı bir coğrafi metaveri profili oluşturulmuştur. Geliştirilen profil, coğrafi olmayan veriler için de kullanılabilmektedir. Sonuçta; geniş kapsamlı ve uygulaması zor olan ilgili ISO standartları özelleştirilerek, ulusal kullanım için kolay anlaşılır ve uygulanabilir bir profil oluşturulmuş ve bu profile uygun herkesin kullanımına açık bir metaveri editör uygulaması geliştirilmiştir. Profilde belirtilen kurallar çerçevesinde ve ortaya konulan tavsiyeler ışığında, ülke genelinde standart ve tutarlı içeriğe sahip, uluslararası standartlara uygun kaliteli metaverilerin kolayca toplanıp paylaşılabileceği değerlendirilmektedir.

Today, rapidly increasing geographical data production creates other problems for end-users: discover, evaluate and access the needed resource and then use it correctly. In order to meet these needs, first of all, metadata describing the resources should be populated and disseminated in compliance with the relevant standards. The aim of this study is to bring an ISO-compliant solution in order to collect and share metadata to describe the data and services produced in geographic information system activities carried out in Turkey. To achieve this, a profile has been developed in accordance with the relevant ISO standards. In the profile; detailed explanations and recommendations are also included in order to create accurate, complete, conformant and consistent metadata records. The profile, which was conceptually created with UML models and a data dictionary, has also been implemented in practice with a web-based metadata editor application. The study is based on the internationally accepted and widely used ISO 19115-1 metadata standard. ISO/TS 19115-3 XML schema implementation standard has been used for the implementation of this standard which is taken as a conceptual model. While creating the profile, the previous versions of both standards, ISO 19115 and ISO/TS 19139, were also taken into account. Therefore, the creation and sharing of metadata conforming to both old and new generation ISO standards have been ensured. Within the scope of the study, 11 of the existing international, regional, national and organizational metadata profiles were examined. A general purpose geographic metadata profile was created to be used in Turkey by evaluating the needs of Turkey in the light of personal experiences and the information obtained from the profiles examined. The developed profile can also be used for non-geographic data. In conclusion, relevant ISO standards which are comprehensive and difficult to understand and implement were customized according to national needs, and an easy-to-understand and applicable profile was created together with a free web-based metadata editor application. It is evaluated that within the framework of the rules specified in the profile and in the light of the recommendations, standard and high-quality metadata with consistent content can be easily collected and shared throughout the country, in compliance with international standards.
